As an important strategic resource, oil plays a crucial role in the development of a national economy. The energy consumption per capita has been regarded as one of the major criteria of measuring the standard of living in a modern country. However, the consequence of unlimited energy consumption is not only cost a high price in our vital environment but also causes the war by energy crises. Also, the shortage of energy supply will definitely worsen increasingly with more and more energy being consumed in the future. Energy problem will become one of the major problems mankind have to tackle.Oil industry as the pillar industry is vital to the sustainable development of the economy of Jilin Province. Referring to theories of Sustainable Development and its index system, Circular Economy, Resources Axiology, Statistics, Liner Programming, Environmental Economy and so on, this thesis, with a focus on Jilin Province, constructs an Evaluation Model of oil resources, and then a quantitative evaluation is performed. This thesis also analyzes and assesses the Sustainability of China oil industry and Jilin Provincial oil industry by constructing the Sustainable Development Index System. An Environmental Economy Multiple Liner Optimized Model is constructed in order to seek an optimal policy that can enable rational utilization of resources, maximum treatment of wastage, so that lessen environmental pollution. Based on the Environmental Economy Endogenous Increase Model, a study on the operating mode of Jilin Province oil industry sustainable development and Circular Economy is performed, and it also constructs Circle Economy Industrial Chains that can enable the optimized resources distribution and efficient utilization within the region, so as to achieve environmental and economic benefits"win-win". A quantitative study on sustainable development is carried out from various aspects such as resources value, the impact of resource on economy and the impact of resource on environment, which is of significance of innovation. It is of reference and consults value to Jilin Province oil industry sustainable development and the performance of circular economy.Based on the Real Option approach an Oil Resource Evaluation Model is constructed in this thesis. The evaluation result shows total value of Xinmin Reserves of Jilin Oil Fields is 9.6 Billion RMB, of which social value, potential social value and environmental value are 1.8 Billion RMB, 3.27 Billion RMB and 0.627 Billion RMB respectively. It is can be seen that Jilin oil field reserves value is of enormous contribution to Jilin Provincial as well as China national economy and energy supply.Evaluation of Sustainability may help to judge and analyze the extent and quality during the development process, and may provide strong support of evaluation techniques for scientific decisions and effective management as well as purposefully coordinating the relations between society, economy and environment. The oil industry Sustainable Development Index System of China and Jilin consists of Environmental Resources Subsystem, Economic Subsystem, and Social Subsystem. Principle Components Analysis is adopted to derive the Factor Expression and Composite Evaluation Model for Resources, Economic and Social Systems. Using Regression Analysis, this thesis obtains the Harmonious Coefficients between two Subsystems for both China and Jilin Province oil industry. The analyzing results show that the Harmonious coefficiency between Economic System and Social System is apparently higher than that of between Economic System and Resources System, namely Resources Environment is the key influential factor for oil industry sustainable development.The composite result of evaluation of China and Jilin Province oil industry sustainable development shows that composite value of China sustainable development increased from -4.8 in 1988 to 3.12 in 2005, that of Jilin Province increased from -0.84 in 1996 to 2.58 in 2005, this changing trend conforms with China's oil industry development conditions.It is predicted that the level of sustainable development of Jilin Province oil industry will be gradually increasing in the years to come. Finally the thesis constructs Regression Equations of Resources Sustainable Development for both China and Jilin Province, and examines the impact of various indices of the resources environment to the sustainable development of oil industry.Liner Programming method is combined with Input-Output , based on the Material Equilibrium Flow table from Input-Output table, Optimized Model of environment-economy-energy is constructed. The model is not only suitable for a single product of the input-output analysis, but also suitable for multi- production departments.The model can be used to predict the amount of waste discharge, so that provide data for waste control, and to make optimal manufacturing scenario that meets not only the market demand, but also the environmental request. From the aspects of material supply, production and treatment efficiency, the thesis analyzes the optimal scenario of CNPC Jilin Chemical Promoters Factory. The analysis shows that the factory will be able to achieve"win-win"of both Environmental and Economic benefits only when the output of Guaiacol over 8,235.9t, Glyoxylic acid over 6,407.79t, Catalyst over 8,095.79t, maximum treatment capacity of Lignan is 7,485.93t, heavy metal 7,785.66t, the minimum supply of Sodium Hydroxide (NaOH) over 2,007.56t, Pure Benzene 3979.59t, Edible Alcohol 3,920.75t. Besides, according to the circumstances of different enterprises, it establishes Optimized Model of environment-economy-energy. Taking a refinery factory as an example, Optimized Model of environment-economy-energy for multiple production departments is established.As the pillar industry of national economy, industrial relevancy of Jilin Province oil industry is relatively low, proportion of high value products is low, the capability of technological innovation is weak, and the overall competitive strength of these enterprises needs to be further improved. Hence, the thesis analyzes Jilin Province oil industrial chain according to the Industrial Distribution, forms organically congregated"Industrial Cluster".Establishing industrial chains for Ethylene, Propylene, Aliphatic Hydrocarbon, Aromatic Hydrocarbon, Silicone and Natural gas. Based on the relationship between upstream, midstream, and downstream products and projects, constantly raise the proportion of downstream end products, to transform the industrial structure from concentrating only on raw materials to concentrating on both materials and further processing. Forming a Circular Economy modeling industrial chain of Ethylene, Propylene, Aliphatic Hydrocarbon, Aromatic Hydrocarbon, Silicone and Natural gas etc, so as to form a structure of integrated development of upstream to downstream in petrochemical industry. And carry out the Circular Economy concept–"Reduction, Recycle, Reused"Environmental benefits analysis after industrial chain extension is one of the key factors as whether to carry out Circular Economy. This thesis performs benefits analysis for pollution treatment and waste recovery using CNPC Jilin Chemical Refinery Factory, production capacity 6,000,000 t/year, and Jilin Chemical Acrylonitrile Process Units, production capacity 424,000 t/year as the cases in the study, Jilin Chemical Refinery Factory achieved economic benefit of 76.3m RMB by recovering waste heat, solid waste, and waste water from oil refinery from 2002 to 2003. Jilin Chemical Acrylonitrile Process Units achieved environmental annual incremental benefits 165.127m RMB by employing clean manufacturing technologies that recovers waste heat, treats waste water and reduces discharge. Thus its practice of Circular Economy has formed a structure of ecological chain of industrial production which reuses scraps as materials. The recycling can not only save resources, but also benefit the environment and the economy as a whole. Enterprises can, therefore, achieve the"win-win"situation.Combining theories of Circular Economy and Sustainable Development, with a focus on oil industry, economics models are adopted into the study of oil industry sustainable development, this thesis is of significance of innovation in the following areas:Establishment of framework of oil industry sustainable development and evaluation index system,Construction of Multiple Liner Optimized Model of environment-economy-energy of large scale enterprises, and Circular Economy modeling industrial chain, Analysis of Jilin Province petrochemical products industrial chain and Circular Economy modeling industrial chain,Establishment of the mode of Jilin Province oil industry sustainable development and the practice of Circular Economy.The research conclusions are of important reference and consult value to efficient utilization of Jilin Province oil resources, sustainability of oil industry, and the practice of Circular Economy.
