Since the 30th anniversary of the reform and opening up, our development of economy and society has made the considerable progress. But for many years, the extensive mode of growth which take high investment, high consumption, the high emissions, uncoordinated, difficult to circulate and the low efficiency as characteristic has paid the excessively high cost of resources and the environment. This brought serious threat to the sustainable development of our country's economy and society.The formulated of Scientific Outlook on Development has indicated the direction for our development of economy and society, the scientific development by putting people first and making it comprehensive, balanced and sustainable, which is based on the historical materialism theory about the human and the society depending on the nature and the continuity of social history. We should emphasize that sustainable development, promote the harmonious development of mankind and nature, realize the coordination between economic development and population, resource, environment, realize the benign interaction among human, social and nature diligently, walk the civilization development path of the production development, the live in plenty and the ecology good.Recycle economy development concept deeply reflects the essential requirement of the Scientific Outlook on Development and is also the inevitable choice to achieve the sustainable development strategy and one effective carrier of the Scientific Outlook on Development.Although the start is late, the tourism in our country develops rapidly, and it is enlarging gradually in the entire national economy and the tertiary industry proportion. With the tourism developing rapidly, serious problem such as environmental pollution, damage to the tourism resources are becoming increasingly prominent which restrict the sustainable development of tourism seriously in our country. How to alleviate the contradiction between the tourism development and the resource environmental protection and realize sustainable develop which are addressed in front of us.The thesis mainly consists of five parts which inner logic as follows:I have showed the development process of China's circular economy through the accurate and real historic materials at first and integrated the theory of circular economy into tourism development to fit the trend of upgrading the industrial structure and developing the tertiary industry. Afterward the article reorganized the relevant research present situation of home and abroad and summed up some of the major research methods used in this article. The second part of the paper obtains several aspects about the circulation economic thought in Marxism theory, the concept, the principle and the operation mode of circular economy, the tourism characteristic as well as our development present situation of the tourism. Based on these aspects the article analyzed the relationship between the circulation economical and the scientific development concept as well as the sustainable development of the tourism. From the elaboration of Circulation economy tourism development idea and the principle in the third part of the article, summarizing the differences of the circulation economy tourism, tradition tourism and the eco-tourism, and inducing the factor of influencing the circulation economy tourism development. The fourth part, the article has analyzed the development model of circulation economy tourism's, summarized three different stratification plane development models in the foundation of the union concrete example. The fifth part, the article has analyzed the evaluation criteria to the circulation economy tourism's development model's, summarized the circulation economy tourism assessment method which is based on the related historical materials. The former five parts have been formed the system research of circulation economy tourism, proposed why and how can we develop the circulation economy tourism, launched the theory to search from that at last.This paper is based on the profits from the domestic and foreign material firstly, combined with the respective features of recycle economy and tourism secondly, at last carry on the organic union between recycle economy and tourism. The innovation research results mainly about summarizing the relationship of the circulation economy tourism and the eco-tourism. Through investigating and studying to Weishan lake tourist on the spot, proposed the development mode of the circular economy tourism, and constructed the different appraisal system according to the different stratification plane of circulation economy tourism.This new tourism development pattern takes circular economy development concept as a guide and integrates the circular economy"3R" principle and its main development model into the development of the tourism industry. The new pattern has given dual attention to economic development, resource conservation and environmental protection into systematic development concepts. The new pattern has not only expanded the application domain of recycle economy, while enriched efficient path of the tourism sustainable development, but is also the important practice to carrying out the Scientific Outlook on Development.
