It is said that the 21st century would be a "China's Century". As cities play a leading role in the country's development, the "China's Century" would essentially be a "China's Urbanization Century", in which there will be a great development of Chinese cities. Whether it will come true relies on the quality of urban development strategy (UDS).What are the standards of that a UDS is correct or incorrect, excellent or poor? How to make the UDS to escape from incorrect or poor and incline to correct and excellent as far as possible? To answer these two important questions, this thesis propose "five aspects analysis method" and "three kinds of balance theory" of UDS, which can be regarded as a guidance for conceiving, innovating , analyzing, assessing, comparing and choosing UDS.There are thousands of complicated factors influencing the formulation of UDS, and we classify them into five aspects, which are Government's Vision, Citizen's Vision, Material Condition, Management Condition and Optimal Benefit. The meaning of "five aspects analysis method " proposed in this thesis is to conceive, innovate, analyze, assess, compare, choose and formulate UDS according to these five aspects, which should be not only analyzed individually, but also thinked as a whole system. So it is also called "method of overall planning five aspects".A good UDS must meet the demands of these five aspects simultaneously. If the government did not consent to the UDS, even the best strategy would have no effect. If the UDS did not be received as the Citizen's Vision, it would do nothing to raise the level of citizen's well-being. If there were no appropriate Material Condition and Management Condition, the UDS would be in vain. And if the Optimal Benefit could not be obtained, the UDS would not have achieved its highest goal.
