The Research Of Urban-rural Co-ordination Difficulties And Development Paths In Jiulongpo District Of Chongqing

Jiulongpo district of Chongqing located in the heartland of the main city.As a representative region across the urban functional core and expansion area under the back ground of strategic positioning of the five functional areas,Jiulongpo was devided into east and west parts by Zhongliang mountain.Jiulongpo vigorously implement the “East-side rebuild and West-side re-construct” strategy starting from September 2013.The East needs to accelerate build the modern urban core and innovative service heights,and the West is concentrating on construction of technological ecological city and leisure fashion metropolis.It means that the top placement of functional development strategy of Jiulongpo was completed.Meanwhile,remarkable results were achieved by Jiulongpo in the reform of management system,construction planning,industrial structure transformation,household registration and social security,etc..New pattern of urban-rural development has been initially formed with the improved basic environment in social economy.Obviously,Jiulongpo district has stepped into a new stage of urban-rural development.Accordingly,research on the integration of urban-rural planning and urban functional orientation and give new vitality to overall urban-rural are of great significance.It also has an important exemplary role for the whole western region.After investigation and data analysis on the spot,I found that the urban-rural development of Jiulongpo came through three stages.Firstly,it is a slow and disorderly spontaneous exploration phase before 2007.Secondly,a booming reform trial phase during Jiulongpo was approved to establish the Urban-Rural Comprehensive Reform Pilot Area to the implementation of 5 functional areas of Chongqing.Lastly,a new urban function orientation stage with slowed progress and poor quality improvement since the deepening and expanding implementation of 5 functional areas.Literature review,factor analysis,comparison and 3-dimentional dynamic model were used on the status and constraints of Jiulongpo.This finding suggest that there are 6 difficulties for Jiulongpo to promote its urban-rural planning,such as the industrial growth is unbalanced,residents' income level have stayed low,difficult to revitalize rural capital,inadequate investment in financial and innovation resources,system need to be improved and mass deficiency of urbanization.Based on the antecedent research and learn from the typical urban-rural development cases at home and abroad,solution path and policy suggestions for Jiulongpo were proposed on strengthening the linkage of urban-rural industries,increasing the income of residents,regulating the elements allocation,optimizing the system supply,improving the efficiency of public service and advancing the quality of Urbanization.The main innovation of the article lies in the theory application and the research model.Based on the combination of basic theory,this paper presents a “goal,condition and path” 3-dimensional model to study the urban functional region's development of urban-rural areas.Model is adopted to analysis the constraints and problems.Further more,“8 & X” new eco-city path was builded for the integration of urban-rural functions in advance and reference.
