China Policy And Financial Theory, Research, And Practice

The problem of policy-oriented finance has always been an important and hot topic on which Chinese and foreign specialists, policy-makers and entrepreneurs have been working to find the best solution. During China's transition, establishing the modern policy-oriented finance system is an important part of the finance system reform.The establishing of three politic banks in 1994 in china was a milestone of the policy-oriented bank system. In the past eleven years, policy-oriented finance system has played a indelible hole in making up the limitation in market economy optimizing resource collocatingN adjusting productivity framework and promoting the harmonious development of economical circulation.But there are many problems in the existing structure of policy-oriented finance system, mainly having: 1 the category of policy-oriented finance institution is little and the business scope is more narrow; 2 policy-oriented finance's collect and usage exist many problems; 3 there is shortage in the government's charge of policy-oriented institutions; 4 the relation between the policy-oriented institutions and the exterior is placed in disorder. In order to make the best of the policy-oriented finance system, it is necessary for us to pay more attention to analyze and research these problems.Based on the market theories, the transition theories and the institutional economics theories, this dissertation studies the structure of the policy-oriented finance system, the foreign policy-oriented finance system and the specific national conditions. The dissertation offers the principles of the China's policy-oriented finance reform and gives some advices to the government to pro mote the reform of policy-oriented finance system.
