The establishing of three politic banks in 1994 in China was a milestone of the Policy-oriented bank system. In the past eleven years, Policy-oriented finance system has played a indelible hole in making up the limitation in market economy, optimizing resource collocating > adjusting productivity framework and promoting the harmonious development of economical circulation.But there are many problems in the existing structure of Policy-oriented finance system , mainly having: (1) The category of Policy-oriented finance institution is little and the business scope is more narrow; (2) Policy-oriented funds's collect and usage exist many problems; (3) there is shortage in the government's charge of policy-oriented institutions; (4) the relation between the policy-oriented institutions and the exterior is placed in disorder.In order to make the best of the Policy-oriented finance system, it is necessary for us to pay more attention to analyze and research these problems.The Part One of the thesis does a simple introduction to the basic contents of the system of Policy-oriented finance; The Part Two of the thesis makes a comparison of systems of policy-oriented finance between countries , and emphasizes the systems of policy-oriented finance in Japan and Korea; The Part Three of the thesis carries on the analysis to the existing problems in the current structure of the system of Policy-oriented finance of our country and finds out the reasons and analyses them. Based on the analysis of the before three parts, The Part Four of the thesis puts forward suggestions that set up the system of Policy-oriented finance of our country, mainly having: (1) perfecting the organization system of Policy-oriented finance; (2) speeding up the reform of Ways in collecting and using Policy-oriented funds; (3 ) Sounding and perfecting the government's charge of policy-oriented institutions; (4) putting the relations between policy-oriented institutions and the exterior into a harmonious order.
