The Empirical Study Of Jiangsu Area As A Whole The Difference Between Urban And Rural Areas

As a significant assignment during the12th Five-Year Plan (2011-2015) period, in order to promote agricultural modernization in the process of industrialization and urbanization, we must insist on agriculture, rural areas and farmers as the party’s work, overall plan for urban-rural development, adhere to the industrial cities to support the countryside, agriculture and taking less QiangNong, increase benefit agriculture-related policy, ram foundation, improve agricultural rural development of agricultural modernization level, peasant’s living standard and the construction of the happy life better homes and farmers.It is more and more important to deal with the problem of rural area, agriculture, peasant and overall planning of development of urban-rural areas. Developing economic of rural area, strengthening basic status of agriculture, raising peasant’s income, narrowing down the difference between town and countryside, industry bringing along agriculture, urban areas supporting rural areas, urban-rural areas having complementary advantages, accelerating development of urban-rural areas have being an important topic of new century. In order to promote the common prosperity of urban-rural areas, we should radically solve the uncoordinated problem during the process of development of urban-rural areas, eradicate the dual structure in urban-rural areas, and step up the pace of development.As one of the economically developed areas now in China, the urbanization level and urban modernization level of Jiangsu, whose economic development level and living consumption level are among the top places in the country, having being rising steadily. While spurring its economy to develop rapidly, Jiangsu has some problems that need urgent solution still exist in the economy. The serious problem is the unbalanced economic development of three areas:Southern Jiangsu, Central Jiangsu, and Northern Jiangsu. There is a large gap in the economic development level of the three areas, especially that between Southern Jiangsu and Northern Jiangsu. Besides, the unbalanced economic development between town and countryside, the difference between rural and urban, the economic development level of rural areas is behind the economic development level of urban areas in the interior of the three areas.This paper is on the basis of the urbanization level with the high-speed of develop of Jiangsu, takes the approaches of combining theoretical study with empirical research, combining quantitative analysis with qualitative analysis, study on the content and connotation of overall planning of development of urban-rural areas by referring to the anterior research fruit of other people, make general theory analysis of overall planning of development of urban-rural areas and achieving balanced development with modern economical theories. We define the conception of urban-rural areas; overall planning of development of urban-rural areas and the ACPP, discuss the inherent law of overall planning of development of urban-rural areas and point out factors affecting the overall planning of development of urban-rural areas and achieving balanced development. Then we construct evaluation index system and measure the gap of overall planning of development of urban-rural areas of Jiangsu, analyze the development state of overall planning of development of urban-rural areas of Jiangsu with empirical research. According to the problems existing in the process of development of overall planning of development of urban-rural areas of Jiangsu, such as the widening gap of income level and consumption level of Southern Jiangsu, Central Jiangsu, and Northern Jiangsu to put forward reasonable proposals:in order to promote overall planning of development of urban-rural areas and achieving balanced development, firstly we should vigorously increase input in Education of Southern Jiangsu and Northern Jiangsu; secondly we should enhance the level of science&technology, social security, environment, medical treatment, urbanization and living of Central Jiangsu and Northern Jiangsu; thirdly we should improve the overall develop of Northern Jiangsu; Fourthly we should raise the standard of overall planning of development of urban-rural areas of interior of areas.
