Up to now, There have been many researches about the multinational corporations (MNCs) , but there are few performance evaluations of MNCs. It is also short of systematic exposition and scientific system of performance evaluation targets. Based on the conclusion of previous investigation, the article brings forth new ideas from four sides:The first, the article makes a systematic exposition about setting up request, basic princple, circulation procedure as well as the influnce made by the factors of exterior and interior environment of MNCs from strategic management angle. It also forecasts the tendency to development scientifically.The second, aim at the shortcoming of previous researches, the article combines financial targets with non-financial targets, setting up a three-levelled target system including the financial management, the assets operation, the human resource operations and the enterprise culture constructure, the article also makes the concrete analysis of it.The third, according to the characteristic of performance evaluation targets and Balanced Score-card, the article puts up with a new method including the advantage of Delphi, the Fuzzy Analytic Hierarchy Process(FAHP) and Fuzzy comprehensive Evaluation(FCE)—Fuzzy Multi-level Comprehensive Evaluation. The method has overcomed the shortcomings of targets weight given by man in traditional Fuzzy Comprehensive Evaluation(FCE) and the choice of subordinate function.The fourth, in order to combine theory with practice, the article also makes a analysis of financial targets and non-financial targets with Delphi and Competency Assessment Method (CAM). By the end, the writer also gives a explanation and demonstration by the realistic data of one subsidiary company of MNCs with Fuzzy Multi-level Comprehensive Evaluation, the result proves that the targets system is scientific and useful.The writer has given the general rules of MNCs' management system and basic principle followed by the evaluation. It provides scientific basis for the strategic management of MNCs. It is a reference for the improving art of management and development of MNCs in our country.
