Research On Operating Mode For Chinese Agricultural Virtual Research And Development Organization

Virtual Research and Development Organization (VR&DO) is a novel Research and Development (R&D) generated from infiltration of Virtual Orgnaization (VO) concept into research institution. It would organize a group of people operating on the program which they are all interested in and break the existed value chain in order to achieve the reorganization and optimization of scientific technology and other relevant resources. VR&DO possess the advantages on capital, scale profit and scope economy. VO, including VR&DO, has not achieved its theoretical and systematical maturity. The reports on VO are still limited and researches are also few and focused on single aspects of VO. But the research on VO has been paid more and more attention and applied widely in practice. It has formed its initial scale.The paper mainly studies the issue of establishing agricultural VR&DO from the cope of organizational operation exercising quality research, quantity research and systematic and comparative research methods synthetically. It designs operating mode for Chinese agriculture VR&DO combining the features of Chinese agriculture R&D. The main research is as following:Firstly, the paper has value chain theory, exchange cost theory and core ability theory as its theoretical basis. It finds problems existing in agricultural R&D organizations on the basis of analysis the actuality of agricultural R&D organizations. Practical conditions for agriculture development, organizational pattern for agriculture production and features of agricultural goods determine that agriculture in China should put more effort on agriculture R&D. Establishing agricultural VR&DO is an effective way of promoting Chinese agricultural R&D ability.Secondly, the paper studies operational base, environment and constructing process of agriculture VR&DO in depth. It points out that VR&DO only can operate on Information/ Network, Knowledge/ Innovation, Indenture/System, Culture/ Trust basic network. It studies the operating environment of agriculture VR&DO from macro scope and microscope. And it analyzes construction process of agriculture VR&DO from construction aim and principles aspects.Thirdly, the paper illustrates the life cycle of agriculture VR&DO and discusses the operating mode of it on the basis of dynamic network indenture.
