Since our country entered WTO, the enterprises have become the independent main body of the market in the real sense. However, their survival and development are also facing a great variety of challenges. The fastest and most efficient way to judge an enterprise is to see whether its organizing work is highly functional or not, which is known as organization achievement. Until now, a great amount of research has been carried out both theoretically and practically, trying to prove the contributions and influence of a company's chief executives on organization achievement and explain the functional mechanism between the two. Though it has been proved that the chief executives do have a positive influence on the organization achievement of an enterprise, no solution has been found so as to know the factors through which the high organization achievement and the low efficiency of an enterprise as a whole are influenced by the chief executives. The relationship between them is just like a "black box", waiting to be unlocked. To achieve this purpose, ways must be found out to evaluate an enterprise's organization achievement objectively and discover the key factors among all those that affect it, and to dig out the reasons why an enterprise is of low efficiency. All of these are of a great practical meaning to the promotion of the enterprise's organization achievement and its ability to survive and develop, for only in this way, can the various resources of an enterprise be reasonably distributed, the management be functional to the highest degree. The following article is, therefore, going to carry out a study on the various factors that affect the organization achievement of an enterprise and the reasons why an enterprise, as a whole, is of low efficiency from the perspective of the chief executives.Based on the management theory, the theory of management capability, the theory of organization achievement and efficiency theory and taking 35 enterprises in the 3 northeastern provinces as the objects of study, the article has made a research on the characteristics of an enterprise's organization and the managing methods of those chief executives and finally come to the conclusion that both the internal and external targets should be regarded as the standard for evaluating an enterprise's organization achievement. This theory remedies the defect of the studies in the past, which were only focused on microscopic study and neglected the effects of the external factors. Besides this, with the help of Data Envelopment Analysis, Multivariate Analysis of Variance and Logistics circling model, the article has also made a systematic analysis and evaluation of an enterprise's organization achievement, probed into and constructed a model for the relationship between an enterprise's organization achievement and both its internal and external influencing factors.Intrinsic factor analysis takes the secondary and senior supervisors in corporation as its researching target, and takes capacity and style of management, culture and operation of organization, strategy and advantage of competition and other factors as its independent variable. Its causal variable is performance of organization. With the independent variable and causal variable, it confirms the target realization, administration efficiency, staff satisfaction and organization adaptation as internal gene, which can affect the performance of organization. Meanwhile, the senior supervisors in the corporation are divided into two aspects;people thinking much of performance and people thinking less of performance. The former is superior to the latter in four internal variables. So, the conclusion is that the more investment in manager's capacity, associate skill, shaping perspective, innovation anddevelopment, rigorous intendance, sell leading, quality advantage and specialization of administration, the more possibility of appearance of former group. All above validates the hypothesis that manager's capacity and performance of organization are the key factors.Extrinsic factors analysis is based on questionary investigate data, according as the theory of efficiency evaluation in corporation, adopting Data Envelopment Analysis for evaluation. It takes annual wages and ages on average, productive final accounts, staff number, professional managers, output number, researching plan and social work as the external gene which can affect the performance of organization. About evaluating the efficiency of organization in corporation, an inefficient organization represents the deficiency of manager's capacity in resource using. Not only does the resource waste, but also the output can not achieve the most suitable result. When the disparity between the output result and anticipate aim increases, the efficiency of organization decreases. According to Data Envelopment Analysis, inefficient causes of the whole corporation are as follows. First, resource wastes because of inefficient management. Second, decision-making doesn't locate on the most suitable reward situation, which makes the inefficiency in production. Based on the result of Data Envelopment Analysis, the relative inefficient corporation should put its emphasis on the improvement of productive final accounts, technology and manufacture.This research helps to evaluate the performance of organization, further think of effective factors of organization. It can urge corporation's transformation and innovation, improve the theory of performance of organization deeply, so that it can provide a method which could advance the performance of management and competition of corporation.
