This paper discusses economic transition of present resource-based cities on the basis of former research using positive and normative methods. Details of the study base on revealing the rule of resource-based cities evolution and mainly includes three aspects: resource utilization, industry continuance and space optimization.In the first part, we analyze the concept of resource-based cities and some other related ones. Analyzing and defining some concepts from the point of this paper is the basis for research. This part discusses the nature, mount, and type of resource-based cities, and also discusses the meaning of economic transition. From the point of nature, resource-based cities are those industrial cities which develop due to resource exploitation and have the resource extraction and processing industry as their supporting industries. Resources of resources-based cities are mineral and forest resources which are exhaustible or close to exhaustible. Quantitatively, due to different methods and criteria, the results scholars defined are quite different. This paper chooses the defined results of Dr. Wang Qingyun as basic material for research. Considering the acquirement and type of information, basic datum of 34 cities are used. The paper classifies the resource-based cities according to cities' characteristics and development trend which result in resource exploitation activities, cities' sizes and development phases. Same as different understanding of transition, people's understanding of economic transition of resource-based cities is different.
