The resource-based cities are all prospered as a result of resources while some of which might die and others might be transformed successfully owing to the depletion of resources.There exisits some universalities in the transitin of resource-based cities all around the world among which experiences and leassons could be learned one another. In general, resource-based cities in advanced countries have gone transformation over decades but some of them successed like Houston in the United States and others failed like Baku in Aesaibaija. The resource-based cities in China have their own particularities, especially some server problems facing the cities of resource depleting are brought to high attention by state senior leadership.It is important that a new transformatiom theory, abiding to the Chinese characteristics, be introduced to adjust measures to local conditions and to bring into effect classificaly. Unfortunately, up to date there has been no theoritc publication on the transformation of the resource-based cities either in China or abroad. This paper aims to explore systematically some scientific principles of resource-based cities from their formation and development to contabescence or transformation in the context of theories of resource life cycle and sustainable development. It also discusses the scientific issues of connotation, models and transformation mechanism of resource-based cities, makes an integrated assessment on their sustainable and renewable capiabilities of those cities and brings out several measures and policies for the transformation of resource-based cities in China. As a result, this research could be both a systematic theoretic summing-up of studies from different authors in the same field and a practical integration of my past research conclusions.The paper tries hard to answer the following key issues:1) What are the resource-based cities? are there any quantative classification standards for them? and how could these cities be classified?2) What are the resource-depleting cities? how could these cities be classified? and are there any particular characteristics of them?3) What are situations and basic characteristics of resource-based cities in...
