Study On The Transformation And Sustainable Development Of Resources-oriented Cities

The resource-based cities are flourished for resources,faced to dilemma due to resources decrease or exhaustion. Resource-based cities depend largely on resource-based industries to support economic and social development of the whole city. Industry transformation of resources city is the fundamental way to realize the sustainable development. The transformation of resources cities in developed countries started early, accumulated lots of experiences that could be referenced, however, the transformation mode and policy of China's resource-based cities can not just copy. Therefore, under the conditions of market economy, develop industry transformation theory and model study of resources city is very necessary and urgent.In this paper, domestic and foreign resources industrial transformation in theory and practice for the reference, in Panjin city, as the main object of study, through the research of resource-based cities evolution characteristics, mechanism and trend, reveal evolutionary mechanism and laws in resource-based cities, explore the ideal mode and the best opportunity of resources city industry transformation. The main research contents below:Firstly, sorted out on the research phase, methods and results about the development and transition of domestic and foreign resources cities, reviewed economy theory of industrial, regional and the theory of sustainable development, summarized the experiences and lessons of resources city industry transformation.Secondly, studied on the industry transformation mechanism of resource-based cities, analysed its life cycle and industrial structure evolution, restructuring, industrial space and the main feature of oil resources cities.At last, taking Panjin City (Liaohe Oilfield) development and transformation as an example, using theory of sustainable development, resource economics, industrial economics and so on, combining empirical and specification, qualitative and quantitative, dynamic and static analysis of research methods to analysis the main factors of economic development in petroleum resources city, studied how to control the life cycle scientifically, researched the differences and connection of continued industries and alternative industries from the respective standpoint, and proposed oil-land blend theory of industrial development and transformation in petroleum resources city.
