In the post-WTO era, export in China has achieved the third place in the world. The reform and opening in the past twenty years helps both the increasing of GDP by about 9% per year and foreign exchange reserve. The capital accumulation mostly comes from export in Yangtze Delta and Zhujiang Delta in recent years. In another word export has become one of the three mainstays of Chinese economy. To recognize the task and role of export is of great significance to national economy.The rapid export enhancement of labor-intensive products now attributes the success to low labor cost at domestic and industrial transfer in western countries. In the academic circles, scholars point out the advantages of labor-intensive industries are temporary in the angle of development, the reasons are as follows:First, everyone knows labor-intensive industry contributes a lot to employment. However, the rapid increasing of export will necessarily lead to trade protection. Thus, trade conflicts occur frequently.Second, labor-intensive products are low value added and the solidification of industrial structure leads to "comparative advantage trap", that is, because they are always in the lower position of industrial chain of vertical international division, which most likely to be reduced to an economic colony of developed countries. Furthermore, along with the economic development, the improvement of labor standards is also a challenge to low labor cost.Finally, India, Malaysia and several other developing countries have been developing rapidly in recent years. They tend to be a substitution and new objective countries for western countries. Under such circumstances, the core issue in expanding export is to keep the existing advantage of export and select the right industries and products to make export more profitable.The study of small and medium-sized enterprises (SME) started from the laisser faire capitalism period after"Industrial Revolution", experienced"small and medium-sized enterprises selection theory","small and medium-sized enterprises existence theory"and modern"small and medium-sized enterprises development theory". Scholars have gained lots of improvements in this field. Small and medium-sized enterprises are a periodical concept in the whole course of growth of enterprises. Generally speaking, SMEs have typical characteristics, especially their high rate of growth and death. At present, above 99% enterprises in our country are small and medium-sized businesses. They are incubators of successful large enterprises.
