Scientifically developing people-oriented society in an all-around and sustainable way was proposed in the third session of the sixteenth central committee of the party. Setting up a harmonious society was put forward in the following session. In addition, establishing new-type socialist countryside was further raised in the fifth session. All these propositions meet the requirements of economic development and reflect the nature of socialist China, which pinpoints our recent research on the Chinese agricultural surplus labor force transfer.With social development, the theory of agricultural surplus labor force should also be developing and put into practice correspondingly. The originality of this dissertation is to expose features and orientation of Chinese agricultural surplus labor force transfer and form a fresh idea about its employment, by using Marxist theory and principles.Chinese agricultural surplus labor force transfer with its individual characteristics should be under general guidelines—leading the transfer effectively and supplying more employment chances based on the market in the long term, which is the outcome through experience and accords with objective laws of historical evolution. It is the further application of Chinese characteristic socialism, three represents and scientific development theories as well. Moreover, urbanization should be accelerated by neo-rural industrialization on the ground of intensified work division, and further impel employment integration in urban and rural areas, which is the concrete application of Marxist work division theory, the motional opposites between town and country, and Chinese characteristic socialism theory. Based on the general guidelines, three solutions are raised to develop rural areas. These solutions are both successive and coexisting, independent but interrelated. They are more adaptive to various requirements of surplus agricultural labor force transfer in different regions, and more advantageous to the local economic development shift from labor export to labor self-nourishment. Furthermore, they can prevent productivity gap among different regions from deepening. A better-off socialist society may come true as soon as possible.
