Study On The Rural Labor Force In The Place Of Non Agricultural Employment Policy In Thanh Hoa Province, Viet Nam

Thanh Hoa province is located in the north central, the population was about 3million 500 thousand, and the population grew rapidly. Thanh Hoa province belongs to the agricultural province, mainly rural. Under the current new rural construction and rural labor transfer intensification of background, rural surplus labor force local transfer employment become the Thanh Hoa province facing the urgent need to resolve problems. It is not only the problem of rural areas, but also related to economic development and social stability.Rational employment policy will be conducive to the balance of the structure of the labor force, which is conducive to the creation of employment opportunities,increase income, improve living standards, and ensure the basic rights of the people, especially the rural labor force. To deal with the problem of employment of the economic problem of local transfer of rural surplus labor force, Vietnam,and especially Thanh Hoa province all levels of government to develop a corresponding public policy system. With the rural surplus labor force in place to transfer the employment policy, some rural areas have been improved, the rural economy and the rapid development of society. But there are also many problems,most of the farmers living standard is low, the lack of employment opportunities,poverty incidence is still high, many social problems have not been solved very well.Through to Vietnam, and especially the local transfer of rural surplus labor force in Thanh Hoa province employment policy analysis, aiming at the particularity of Thanh Hoa province rural transfer of surplus labor force in situ employment, in reference to the practical experience of China and South Korea surplus rural labor employment policy of public services based on the proposed improve Vietnam Thanh Hoa province rural surplus labor force shifting on the spot employment policy measures, to further promote the Thanh Hoa province rural surplus labor transfer in situ employment so as to provide reference.
