On Nov.16 1994,the United Nations Convention on the Law of the Sea officially came into force. It's the first comprehensive, major law internationally covering all fields of the ocean and embodies the spirit of treating marine affairs. It's also a symbol of new order on international marine.From then on, great marine powers have made their own marine development strategy in succession, for obtaining their much most marine rights and profits. Presently, marine affairs come into being a new international phrase.Island system is one of the most important systems in the United Nations Convention on the Law of the Sea. It rules a lot of important content, such as the definition of island in international law of the sea and so on. Based on these, island owns great value, such as economic, martial, scientific and ecotypic value. So island management research has very important and far-reaching meaning.In 1996, China passed the United Nations Convention on the Law of the Sea. After that, China also established China Oceanic Agenda 21 and Action plan of China Oceanic Agenda 21.They become the guidance of oceanic resource exploitation, protection, improving oceanic pollution situation. With the constant improving of our marine management ability, the research on scientific island management gets more and more impending.Aiming at island management, the paper assimilates both national and international advanced ideas in this field. Based on sustainable and scientific development view, referencing the latest fruit on sustainable development, analyzing the relation of each aspect in island system thoroughly.
