Sustainable development is the guiding ideology of coordination of the contradiction between economic activities of human society and natural environmental conditions. Regional development is inseparable from the guidance of sustainable development theory. In recent years, under the guidance of the national policy, The development of Marine economy brought to the attention of the relevant department, People also gradually realize that the development of Marine economic and construction Marine power are imminent. The island economy as an important part of Marine economy, research to strengthen its capacity for sustainable development has important strategic significance. In this paper, starting from the theory of sustainable development, on the basis of drawing land evaluation model on sustainable development, Combining with the development of island itself characteristics, According to clustering analysis and variance analysis by using the method of screen plot, and establishes an evaluation index system for sustainable development, then from the perspective of time, space and system coupling perspective to build the model of island sustainable development evaluation. This paper take liaoning changhai county as an example to verify the feasibility of the model, the results show that,(1) From the time perspective, Changhai sustainable development ability is on the rise as a whole, Specifically, the system of economic development and resources support system of sustainable development capacity showed a trend of rising, and social intelligence system and the ecological environment system of sustainable development ability is rise in volatility, Social intelligence, in particular, in recent years showed a trend of decline.(2) From the perspective of space, The sustainable development of the five islands level is rising, Development degree from high to low in turn is: Da chang shan dao town, Zhangzi Island town, XiaoChangShan Township, guanglu Township and haiyang Township.(3) From the system coupling perspective, 2008 was a turning point, may be growth until 2008, after 2008 is falling.
