Nowadays, the oil/gas resources survive as indispensable support in development of national economy. The progress of oil/gas industry not only reflects the economic strength of a country, but also marks the growth of people's quality of life. Therefore, the oil/gas resources have become world-wide strategic resources virtually and play a key strategic role in national economy and national defense.Daqing Oilfield is the largest oil production base in China, while it has a tight chain of"HR resources– Oil/gas resources".The perspective to HR as the first resource of an enterprise has become a common understanding in modern corporate management. As defined by the general economics cycle, corporate resources may bring out values that can add value. In view of value addition only, HR resources are of the same importance as natural resources. However, if people's initiatives are considered, HR resources are certainly more important. Therefore, the primary to study the development of petroleum industry is to make study on management of HR resources as a support to corporate development. This paper will make systematic analysis and evaluation on HR resources in Daqing Oilfield, intending to establish a complete indicator system. Based on systematic, scientifically rigid, simple precise, focus-prominent and stably comparable concepts, and integrated with the development stage and level of petroleum industry in China, an indicator system for HR resources evaluation in petroleum enterprises is designed. The system includes Level-I indicators, such as size, quality, input, output and environment of HR resources. Each Level-I indicator is subdivided to several Level-II indicators. Thus, the data under evaluation program should be processed necessarily, to enable the attribute value to each indicator to meet all features of standardization, non-dimensionation and normalization. Pre-processing method of data will be selected according to different methods. Since this evaluation system involves many indicators, a double-tree structure is used to make consistency judgment by calculating the weight with the eigenvector method and then getting the final value of weight. In particular, the comprehensive evaluation method, TOPSIS and ELECTREare used to evaluate HR resources of oil companies. Moreover, the social selection method is used to integrate aforesaid evaluation results, so a group decision-making is realized. In this way, the evaluation results will be more scientific and reliable.This paper is designed to find the gap between HR resources of Daqing Oilfield and HR resources of world-leading oil companies, through studying the cultivation strategy for HR resources structure and analyzing and forecasting HR resources of Daqing Oilfield with scientific tools and methodology. At last, this paper proposes the development strategies concerning employee structure, labor cost, personnel training and core talent team.
