The essencial target of this dissertation is to probe into the issues of ethnic tourism village building(ETVB) under the precondition of the western ethnic tourism developments. Village is the most basic administrative unit. As the "cell" of western ethnic economy, its development is of great importance to the whole cause. In the text, integrating the status and functions of tourism and the progress of Socialism New Village Building in the western areas, I'll make a research of ethnic village building on the aspect of tourism. First, I demonstrate the possibility of ETVB by expounding its realistic basis. Then, expatiate its maneuverability on the aspects of investment and management. Finally, I give a forecast of its sustainability by anlysising the market foreground. The ethnic village building does not just involve the economic development of ethnic villages, but the development of harmonious relationships among all the nationalities. The purpose of studing ETVB is to accelerate the economic development in the western ethnic areas, reduce the gap between the eastern and western areas, and realize the "Overtake Stratagem ".In the preface, I list the gists to choose this subject, the importance of the research, academic basis and the methodology and content of it. The text is mainly consisted by four parts:Part one includes chapter one "ethnic tourism village: the joint ofethnic economy and tourism economy in praxis ", pointing out that ETVB is the joint of ethnic economy and tourism econmy in praxis, and the researches on these aspects have special significance. In the progress of development, ethnic economy and tourism econmy blend with each other, promoting the development of western ethnic areas. The bedrock of ethnic economy development is ethnic village building, while developing the tourism economy will necessarilly bring long the advancement of ethnic villages, accordingly accelerate ethnic tourism village building. Thereby, ETVB has become the perfect combination of the two cross suject—ethnic economics and tourism economics—in praxis.Part two is the feasibility reseach on ETVB, including chapter two "the realistic gist of ethnic tourism village building". After reviewing the historic development of ethnic tourism, investigating the subsistent tourism resources of the ethnic villages, analysing apieces of supporting policies carried out by cerntrol or local government and the opportunities the ethnic villages facing, I indicate that the ETVB has got both historic basic and realistic conditions. The advantageous factors facilitate ETVB, making it feasible.Part three goes deep into the maneuverability of ETVB, including chapter three, four and five, involving issues of investment, management and the governments' functions. ETVB calls for national and social investments. The theme of chapter three "the discussion on the investpattern of ethnic tourism village" is discussing how to balance the interest of all investors by integrated analysis. There is also series suggesstions of favourable invest pattern in this chapter. Chapter four "the research on the management patterns of ethnic tourism village" mainly studies on the aspect of managemen. The first thing to do is to establish the managing subject of ethnic tourism village on the basic of having good coordinations of the rights of ownership, management and operation. At the same time, use some successful tourism area managing patterns in our country for reference, eliciting the thinking on setting up a proper pattern of ETVB. Then, point out that the sustainable development of ethnic tourism villages depends on the sustainable development of tourism resources, the capital invested and communities it involves. With the integration of the sustainable developments of the market and ethnic tourism villages, I finish the decuction of the sustainability of ETVB.In the chapter seven I draw a conclusion of this dissertation. By enumerating many idiographic cases, the most of which come from my personal investigations, I defind that tourism is a distinctive industry in western ethnic areas; ethnic tourism village is the basic of tourism development in western ethnic areas. As well as it can accelerate the economy in ethnic villages, ETVB is essencial to the whole western economy and the harmonious development of ethnic society.
