Based on the historical materialism, Marx explained person's existence and development from person's production development history as well as the rule, and persisted the development of the productive forces and person's freedom of full scale development were united. Marx believed that, the productive forces is not the pure production efficiency which the classical political economy thought, but is a positive show of people's vital activities, potential and the value; The goal of developing productive forces is to meet people's needs and happiness. Facing this demands in economic development, the most important and fundamental thing is to persist "people-oriented", and take the most general populace's basic interest as the economic development and the economic work's starting point and foot spot. The "Sees things not people" economical development pattern has departed from the economical development's natural disposition, but "people-oriented " is precisely the transforms of value orientation which is full of basic significance of economic development. Generally speaking, the basic value orientation of our country socialist economic development is : First, through the development of the social productive forces, we should unceasingly meet the masses' material culture needs which grows day by day , enhance the life happiness and "share" the achievements of the economic society's development; Second, in foundation of the economic society's development, we should enable each member of different social classes to have the freedom of full scale development spaces, obtains "works according to ability, takes their proper place", thus realizes "the freedom and the comprehensive development".Thirdly, it inquires into the humanistic demand question and its contents' performance ; regards " people-oriented ", "the livelihood of the people", "the democracy", "the civil rights", "the people interests", "the people enjoys" and so on from the point of the economy and society development; provides the integral and systematic theory basis and rules related with this question , cleans up some basic theory rights and wrongs, and searches the scientific value orientation for the socialist market economy development. The paper believes that, the people-oriented is the further spreads and request of humanistic thoughts, from "people this" illustrating " humanism" in the people-oriented significance has certainly refers in particular to nature and the positive sense; We must keep people-oriented , highly pay attention to the livelihood of the people, and solve the problems. The paper proposes that, the democracy is needed in the economic development, the economic democracy is the workers' benefit request; Human's survival and the development needs the safeguard of the basic rights and interests and we must think much of the social vulnerable groups' rights and requests; we must ensure people to share the economic development achievements, and advance the common enrichment in altogether constructs and shares.Finally, starting at the humanistic demand question, it proposes the ways to realize the people-oriented economic development. First, we must transform the pattern of economic growth , renewal development idea, walk on the people-oriented and "good and quick" development path. Secondly, the system construction is the basic guarantee. The system essentially is the people design which is used to adjust the benefit relations as one kind of social mechanism. We must seek to solve this demand problem from the system aspect. Thirdly, we need policy guidance and implementation. And we must persist to pay great attention to the efficiency and the maintenance of fair coordinates, and takes the unification of efficiency and the fair as the major policy goal.
