After 28 years of reform and action my country's agricultural economy has entered a phase in which industry is now facilitating agriculture. This is a new breakthrough in the history of development in rural socialism. The changing times beckon us to put forth new rural reforms. The central government's "Document One" clearly states the necessity to raise the level of systemization in agricultural production. The Farmer Specialty co-ops are an important tool for actualization of the improvement of the rural production relationship. Since the Farmer Specialty co-ops are still in its infant stages, we require a cooperative economic theory for leadership. My thesis contains important theoretical and actual insight.This paper utilizes new institutional economics and econometrics as the main analytical tools. Furthermore the Theory of Property Rights and Farmer Specialty Cooperative Organizations are evidence of the previously stated theories. On the foundations built by intensive study carried out by my country, especially Hebei province, I have highlighted the three following points of interest, the development of the Farmer Specialty co-ops (paragraphs 4-6), the movement mechanism (paragraphs 7-9), and growth patterns (paragraphs 10-11).This paper is composed of 12 paragraphs.Paragraph 1 Introduction: to introduce the study background, importance, domestic and international evaluation, method of study, innovation and inadequacies.Paragraph 2 Motive and General Theories: a partitioning of the theory into the western farmer specialty co-op theory and Marxist economic theory.Paragraph 3 the history and current status of domestic and international farmer specialty co-ops: reviewing the history of the farmer specialty co-ops of developed nations and the new China, and from this a realization of innovation. Furthermore this paper provide a comprehensive view of the farmer special co-ops.Paragraph 4 to realize the requirements for the development of the farmer specialty co-ops: from local studies and local viewpoints to realize the institutional changes after theliberation. This being brought about by Outside Induced Institutional Changes.Paragraph 5 the best model for the farmer specialty co-ops: to raise discussion in the best way of model selection by proposing through moderate progress, diversification, and outside induced institutional changes.Paragraph 6 from the hard evidence provided by the Baoding farmer specialty co-op shows the beginning development and growth of the farmer specialty co-ops. And thus highlighting the unique characteristics of each phase.Paragraph 7 the farmer specialty co-ops property ownership's movement mechanics. And thus forth we investigate the property ownership mechanics of Hebei province. Also analyzing membership qualifications, capital structure, debt responsibility and other problems.Paragraph 8 the farmer specialty co-ops' benefit distribution mechanism: by following the distribution method we can implement such structures.Paragraph 9 system management: there are three problems. Using economic laws to analyze the internal management styles, hazard inspection mechanism, and cultural development problems.Paragraph 10 the farmer specialty co-ops' economic developments and actions. For domestic needs we increase services and for external needs we must expand their general actions, only thus can it insure prosperity. To analyze the farmer specialty co-ops' production, exchange, resource distribution, and risk avoidance.Paragraph the evaluation of priority of the different stimuli that effect the farmer specialty co-ops. The actualities of the market, the use and promotion of new technologies.Paragraph 12 the conclusion: from the previously stated points to draw conclusion to the policies of the farmer specialty co-ops.
