Management is a basic social activity of the human survival and development.Enterprise management plays an important role for the long-term development of theenterprise. Therefore, most of the enterprises established standard business rules andregulations so as to make the management institutionalized. But, why the systemdesigned according to the enterprise practical situation or based on past experiencepassed down did not achieve the desired effect. On the other hand, organizational justiceas a measure of the enterprise’s management level is obtaining more and more attention.To the organization, justice plays the role of culture, it is a kind of inner motivation, itcan directly affect each member of the job satisfaction, alternative work, and then affectorganizational citizenship behavior, consequently affect the competitiveness of theorganization. Working in the organization, people will also produce engendered andbelonging to the organization. People with a strong sense of organization will work inmore efforts, accord to the organization system requirements and finish the varioustasks delivered by the organization positively."System is important" cannot be denied,but it must be combined with organization culture ethical characteristics, and then playsits role.Learn the definition of organizational justice atmosphere, conflict between formalrules and informal rules, complementary relationship between formal rules and informalrules, and the dimension of them, and analysis the influences between justiceatmosphere and system relationship. Then set up related questionnaires, and survey tothe members of the organization on the questionnaire. After that, make an empiricalanalysis and summarize with the carried recovery of data. The data are analyzed bysoftware SPSS, and the hypotheses and model as mentioned above are verified by theempirical results. That is organizational justice atmosphere and system conflicts arenegative correlation relationship, organizational justice atmosphere and systemcomplementary relationship is the positive correlation. In advance of the regressionanalysis, we understand how the organizational justice atmosphere with four differentaspects to infect the different dimensions of formal rules and informal rules deeply. Andthen discusses the construction of organizational justice atmosphere, so as to make agood guidance to the implementation of the enterprise system, promote the developmentof the enterprise.
