Study On Farmer Specialty Co-operatives' Operational Mechanism And Development Model In Jilin Province

It was the certain economical environment that gave rise to the inception and development of the Chinese farmer co-operatives.On one hand,after the introduction of the household contract system to the rural areas,the original technology department could no longer meet the needs of large numbers of rural households with their individual businesses that widely populated across the country.On the other hand,the rapid development of the market economy confronted the farmers,most of which shook helplessly in face of the large corporations,with the overwhelmingly fierce competition,Consequently,various forms of farmer co-operatives emerged, seeking opportunities of survival and further development.This article introduces rationales of the farmer specialty co-operatives,and analyzes the development condition and the operational mechanism about farmer's specialized cooperative economy organization in Jilin Province,as well as the questions about farmer's specialized cooperative economy organization in Jilin Province,then put forward the corresponding countermeasure proposal.Mainly profits from the Marxism theory about the cooperative economy organization theory and the neoclassic economic cooperative economy organization theory to the farmer specialty co-operatives in Jilin Province.As well as the transaction cost theory,the public choice theory and the industrial organization theory.Using the mathematical model to analysis the farmer specialty co-operatives' operational mechanism in Jilin Province.And to analysis Separately from the sources of fund,the organization mechanism,the management mechanism,the decision-making mechanism,the management mechanism and the benefit links aspects and so on mechanism.Obtains the conclusions that the co-operatives member's cohesive force decides in its scale and the benefit,the farmer specialty co-operatives management's scope gradual growth can maintain the vigor,the peasant households in the low production level is willing to join the cooperative economy organization through the model about the internal movement mechanism on the farmer's specialized cooperative economy in Jilin Province.Using the case to conduct the empirical study about the farmer specialty co-operatives in Jilin Province,the research indicates that the development of the farmer specialty co-operatives in Jilin Province is swift and violent,and has formed the specialized federation of communes, Professional association and joint stock system many kinds of cooperative economy organizations. And analysis the development process,the successful experience and the existence problems about the four different types of the farmer specialty co-operatives in Jilin Province.Through the research,this article proposes the suggestion to promote the farmer specialty co-operatives from the self building and the external environment.To take the reasonable property right arrangement,to optimize operational mechanism,the enhancement service level,to strengthen the market competitiveness,to strengthen the farmer populace's education guidance,to carry out the laws and regulations as soon as possible to give the reasonable support and to demonstrate guide about the standard management and so on.
