The Research On Transferring The Operation Right Of Tourism Scenery Area

Transferring the operation right has become a system innovation pattern which has been introduced to the commercialized management in the process of many scenery areas's management and reform.Thus it arouses the widespread interest in the whole country and people's research enthusiasm. However,the present research results exist all kinds of deficiencies, such as the research content is scattered but systematic, the research method stresses in quality and the results stress in theory but lack practise ect. We syntheticly use the theory and the method,such as economic analysis, gambling analysis, system analysis and real diagnosis analysis ect., emphasise on the feasibility and necessity of transferring the operation right of tourism scenery area and on the operation basis and the method of the important sector in the process of transferring, and also on the system's structure, composition factor, system's function, running mechanism, causal relation model,main feed back cycles and the main restriction factors.We make efforts to provide scientific theory basis and the suitable operating procedure.to the behaver of transferring the operation right of tourism scenery area in our country. Firstly,the article starts with the multianalysis on the arrangement of the property right system, the pattern of management and present situation of our country's scenery area,and proves the necessity and the feasibility of transferring the operation right in tourism scenery area, and also analyzes the particularity and the possibly problems and then propose the corresponding countermeasures. After that, we construct eleven important grambling models between the government and the enterprise, deep systematicaly analysis and obtain some operational conclusions. The grambling models involve: the government attract the enterprise to invest the scencry area's construction; the government determine the qualification of the enterprise, the development and the protection problems between the government and enterprise, the transferring ways and the ideal prices and the drive and restrains of the government to the enterprise. Thirdly, byconstructing the fram of the system theory in transferring the opertion right of scenery area,we furtherly analyse structural fram, the characteristic and the function characteristic of the system.and also make the concrete description to the system.Furthermore,we specifically studies the system's running situation by the system dynamics theory, detailedly analysis the causes and effects feedback cycle of the system. What's more, we construct the simulation modle of transferring the operation right in scenery area system by using the system dynamics principle. Finally, we take the Hunan Province Fenghuang County as the object, carry on the simulation and the examination to the simulation model of the system of transferring the operation right in scenery area.,and analyze and forecast the result of the modle,and aimly propose suggestion and countermeasure for further improvement.
