To develop maize economy in Jilin Province is a strategic decision based on the historic changes in maize supply and demand, and on the re-examination of the attributes and functional localization of maize.The develo pment of maize processing industry in Jilin Province is a complex, long-term systems engineering. The implementation of the strategy of develng maize processing industry is bound to have influence on the environment; therefore, it is of vital importance and practical meaning to carry out strategic environmental assessment of the industry and control potential problems from its source. Strategic environmental assessment is the application of environmental impact assessment on the level of strategy (policy, programming and planning). It's a feasible decision-making method of achieving the sustainable goal, and is gaining more international acceptance and attention. The imperfection of SEA theory and techniques set a limit on its popularization and application. The present thesis deals with strategic environmental assessment on the development of maize processing industry. Based on the evaluation of the sustainable development of the industry, the paper analyzes, evaluates and predicts the potential environmental influence it may bring, elaborates and assesses the strategic decision and configuration. In addition, the paper also offers suggestions of and solutions to preventing and lessening the environmental effects brought about by the implementation of the strategy.The second part of the thesis analyzes the guiding role of different theories in strategy making and implementation in maize processing industry, including the theory of sustainable development, recycling economy, industrial ecology, systems engineering, environmental economics and location theory. It also points out the link of the above-mentioned theories with SEA on the development of maize processing industry. On the basis of theoretical study, it offers technical methods appropriate to SEA of maize processing industry, and emphasizes the methods of system dynamics and geographic information system adopted in this article.Based on the introduction to natural, social and economic situation of Jilin Province, the third part analyzes the basic conditions of maize processing industry from the angles of distribution of regional water resource.utility situation of land resource,environmental capacity of surface water,and the utility situation of maize processing.It further deals with the advantages and limitations of the development of maize processing industry in Jilin Province.On the basis of sustainable development of maize processing industry.this part puts forward the strategy of the management of water resource.protection of land,establishing reasonable maize processig scale.Emphasis is laid on the improtance of environmental bearing capacity and maize resource in the strategic configuration of the development of bearing capacity and maize resource in the strategic configuration of the development of maize processing industry.Maize processing industry now locates mainly around Songhua River valley and Dongliao River valley; whereas, the environmental capacity of surface water in Songhua River valley is low, and that in Dongliao River valley is zero. Hence, the environmental capacity of water will become a major environmental factor that limits the further development of maize processing industry.This part introduces the background and significance of maize processing industry, and discusses the current situation and tendency of the industry at home and abroad. It recalls the history of maize processing industry in Jilin Province, and analyzes the developing characteristics of the industry in the new era. It makes an all-round and multi-angle analysis of the strategy of the development of maize processing industry in Jilin Province. The making and implementation of the strategy to develop maize processing industry in Jilin Province are in conformity with the nation's strategy of vitalization of old industrial base in Northeast, with the nation's related industrial policies, and in conformity with the development planning of domestic economy in Jilin Province. The implementation of the strategy will undoubtedly further promote the development of maize processing industry and realize the vitalization of maize economy.The fifth part applies the theory of geographic information system (GIS) and spatial analysis model, constructs the assessment criterion system from the aspects of maize production and processing, evaluates the sustainable development of maize processing industry in Jilin Province by methods of system analysis and synthetic weighted mark method, under the help of GIS tools, and analyzes the present situation of the industrial layout of Jilin maize processing industry and the rationality of its planning, from the aspects of the rationality of maize processing industrial layout and the superiority of maize resource. As is stated in the paper, there are seven maize belts in Jilin Province as following: Changchun - Jilin.Changchun– Gongzhuling– Siping - Lishu, Changchun - Qian'an, Changchun - Nong'an– Songyuan– Da'an, Changchun– Dehui– Yushu, Siping– Liaoyuan– Dongfeng, Changchun– Dehui– Fuyu, among which the Changchun– Dehui– Fuyu maize belt is a suggested one. The conclusion and suggestions are proposed on the basis of sustainable development of maize processing industry.In view of the nonlinear and dynamic features of its multiple loop feedback of maize processing industrial system, a dynamic simulation on the society, economy, environment, energy and maize processing industry of Jilin Province is conducted, adopting the method of system dynamics. A quantitative comparison is made on the effects, costs and benefits of development plans of high, medium and low industries. Optimum assessment method of analytical hierarchy process and extension theory is adopted, to achieve plan optimization under different development strategies. On a comprehensive consideration of energy saving, resource saving, pollution control and profit pursuing, the optimal plan recommended in the paper saves energy and protects the environment to the largest extent.Much room is left for further scale expansion of maize processing industry.It is also of benefit for the coordination of Jilin's society.economy and environmental benefits.The general scale of the development of maize processing industry in Jilin Province should be kept between 10,000,000 to 12,000,000 tons, on account of various features of the demand and supply of maize, national food safety, development trend of maize processing industry and environmental bearing capacity. The key to the sustainability of maize production, which is the guarantee of the sustainable development of maize processing industry, lies in the adoption of various effective measures to ensure the quality and quantity of maize. Abundant water resource, available environmental capacity and the extension of industrial chain of maize processing are the direct factors and a necessity influencing the sustainable development of maize processing industry.Through the optimization of the siting of processing projects.the promotion of clean maize processing techniques, the input increase in the technique dealing with processing pollution, the reinforcement of environmental monitoring on processing projects, and the strengthening of risk precautions against environmental pollution, the environmental influences brought about by the implementation of development strategy of maize processing industry are lessened and controlled within an acceptable degree. The paper has the following innovative points:(1) It is the first application of quantitative assessment to an all-round, multi-angle analysis of the history and present situation of Jilin maize processing industry, and to the assessment of the sustainable development of maize industry, based on spatial analysis theory and geographic information system. The suggestion is proposed on the adjustment of strategic scale and layout from the angle of sustainable development.(2) The interpretation of satellite image and geographic information system are used to analyze the types and structure features of land use, the plant rate of land, maize plant potentiality in main developing areas of maize industry, on the basis of which an approach to the sustainable development of land is proposed.(3) It is also the first usage of system dynamics in the dynamic simulation of the maize industry strategy, in the prediction of overall, comprehensive and macroscopic environmental influences. After the comparison of multiply plans on the maize processing industry strategy, the replaceable plan whcih is advantegous to the sustainable development is proposed.
