Jilin Province is not only a base of grain production but one of major maize production districts.It has a better condition in developing maize production.In recent years,with the development of maize processing industry and animal husbandry,the demand of maize is on the increase;maize has become one of the advantages and leading industries in economic development of Jilin province.Its sown area accounts for more than 70%of total grain's,Its annual yield is stabilized at 16.00-18.00 million tons,which accounts for about 12-14%of total grain's in Jilin Province.In 2006,its overall capacity of production has reached 19.84 million tons.The amount and the rate of maize commodity,the amount of maize possessed by per capita and its exported have been ranked at the first in china for many years.So Maize Production of Jilin Province makes an important contribution in protecting national food security,promoting economic development and increasing the income of peasants,etc. The maize production has occupied an important position in the grain production not only in Jilin Province but in China.Generally speaking,there are two ways to improve the overall production capacity of maize,the one is to increase the amount of input factors,and the other is to improve total factor productivity.However,as agricultural resources are scarce and the pressure of the ecological environment,which decide that it is impossible to rely on unlimited expansion of the input factors to improve the overall production capacity of maize,but can only rely on the continuous improvement of productivity of maize.Therefore,the most important long-term growth momentum source will be the total factor productivity's growth of maize.There is a great realistic and long-term significance in researching on the productivity of maize which can achieve the stable and sustainable development of maize in Jilin Province.The paper is based on the theory of Economic growth and Technical Efficiency.Combing the condition of Jilin Province,First,we introduced the general situation of maize production.Then,we analyze the growth process of maize in Jilin Province.Then,adopt the methods of HMB productivity index and the panel data (1985-2005) of maize production of 11 counties in Jilin Province.Make a systematic analysis on the total factor productivity of maize in Jilin Province.The main contents and results of this paper are as follows:In PartⅠ:Chapterl,Expounding the important significances and background of the study,summarizing the related research on this aspect,making clear research contents and methods;introducing the theoretical foundation.In PartⅡ:Chapter2,Use the statistical data to analyze and summarize the general development condition of maize production in Jilin Province.The results show that the development of Maize Production in Jilin Province has favorable conditions,Maize production is more concentrated,and it has occupied an important position in the grain production not only in Jilin Province but in China.There is an absolute comparative advantage to develop maize production in Jilm Province.In PartⅢ:Chapter 3,Base on the modern theory of Economic growth,we use the statistical data on maize production to analyze and summarize the characteristic and the factors of input and output variation of maize production in Jilin Province.The results show that since the mid-1980s,the total yield and per unit yield showed a faster growth in Jilin Province.Sown area and total yield of maize is higher than other major grain crops such as rice's and soybeans'.The per unit area(mu.) material factors of input of maize which in addition to labor and employment,showed in an upward trend with fluctuation throughout the period in 1985-2005.The yield of maize was declined because cost of factors of input was increased.And the speed of labor productivity's growth is the fastest,followed by land productivity,and capital productivity reached the minimum.So we can say that mode of technological advances of maize production in Jilin Province was labor-saving,land and capital-intensive during the period of 1985-2005.In PartⅣ:Chapter 3,We use the method of HMB productivity index and DEA to calculated total factor productivity and decomposition of maize in Jilin Province.The results show that the growth of TFP of maize in Jilin province is fluctuated in a trend of downward obviously.Scale efficiency,technological progress and pure technical efficiency of maize production have a greater impact on total factor productivity of maize.And the impact of scale efficiency is the most but the mixing efficiency is the least.Meanwhile,we find that the technological progress of maize production is in a lower level.The production technology of the major counties is in decreasing.On the contrary,the secondary counties' is in enhancing.The level of technical efficiency of maize production is lower because the factors of input and output of maize production is unreasonable and the returns of scales of maize production is in diminishing,the maize production of the most major counties have no efficiency but the most secondary counties have efficiency.In PartⅤ:Chapter 5,Conclusions and some Suggestions.
