| In recent years, the rapid development of China's tourism industry, tourists and tourism revenues have reached an all-time high. Moreover, the functions of tourist city have a complete upgrade. In this background, nearly every city regards itself as a tourist city, striving for excellent tourist cities. But in reality, many cities are not fully considered their conditions for the development of tourism, blindly aimed to creat "tourist city",which not only brings out unrealistic development,but causes the decline of development quality as well. Therefore, city tourism development should according to certain position in the Regional Tourism Cities system, estimate various factors and conditions across the board and select suitable tourism development path to promoting sustainable development of whole cities.Based on the review of domestic and foreign tourist city theories, the artical defined the tourist city's connotation first. In accordance with the different classification standards, using qualitative and quantitative methods artical gives the classification of tourist city. There are five motivating factors about the development of the tourist city: resources-driven, location and policy-driven, economy-driven, demand-driven and multiple factors driven. From the major driving force of development, spatial structure, product supply and product supply spatial pattern of evolution, the article discussed the basic path of the tourist city. The initial impetus for the evolution is Resources, capital, markets. As to product evolution, tourism products, experience Products, leisure products play an important role. Spatial pattern of product supply manifests in four aspects: scenic spots and tourist attractions types of tourism products, commercial walking street, Tourism urban core areas and tourist resorts in Central City. Combining the status of tourist cities in Yangtze River Delta, the article analyse the path selection and dynamic routing about tourist cities.
