Cooperation is the most popular mode of all behaviors that man acts in the interaction among the human society. This paper focus on the origin, development, fullfillment, organization and inherent peculiarity of cooperation.Initially cooperative behaviors were an reply to the struggle for existence when the eraly human survived only in groups. Being a special variety, man lives a more intrivate social life, and they have much stronger desire to act with others. As the human society develops, cooperation became a result of that historic course. All these element that complicatedly impacts each other constructs the background of the development of cooperation. People lives in gourps, which founds the primordial social relation network. The different agents in that network act differently, which leads to different cognition. Then the relation network turns to lost its symmetry, which means a so called reputation system has been founded. As the human society develops, the interaction among the social relation network expands not only in scope but also in extent. Then it seems that the behaviors could be assort into several patterns.If these patterns were accepted they constitutes the primordial norm of human cociety, which develops into culture, traditon, custom and even law system. But whatever norm should not take the place of social surveillance, what it does is to depress the social cost of that surveillance. Unless the surveillance system could work without some particular social member, or absolutely anonymous, the system of laws could act as the lawmakers thought. Actually, everyone has his own dictionary of justice, fairness,cooperation,norm and laws. Different probability to attend social activity with cooperative manner leads to plenty of conflict and competition. Persons set up clubs or other form of organizations, they cooperating and betraying in social interaction. Always it will be found in these cooperation problem that the cognitions of persons who act cooperatively were complementary each other. This character drops a hint that the cooperative relation is some piece of complementary knowledge.As knowledge the rule of cooperation is not so precise like skill knowledge and information, but modular. So all knowledge about cooperation follows the behaviors, even the most complicated laws only implies the average cooperative attitude among the human society. It is very important for economists to pay attention to the development of complementary relation among human society, which leads to the answer to some conflict.
