Research On Our Country Information Inductry Technical Innovation System And Policy

With the globalization development of economy, promoting the upgrade of industrial structure by technological progress has become the core of national competitive ability. At present, the development of society and economy in our country is located in a key period, the ways of production and living are deeply changed by the new technology revolution delegated by information technology. As a result of its strong permeability and high growth speed, information industry has already become the core pillar of national economy.Information industry in China has been developed into a considerable scale after the development in the past decades. However, the shortage of innovational ability and dependence of many core techniques on foreign countries has already become a bottleneck of the sustainable development, which may influence the durative and speed of the development of information industry. It will not only affect the realization of the strategic aim to strengthen our nation with electronic technology, but also inevitably affect the all-round and harmonious development of economy and the realization of the great national revival strategic aim.Since 1980's, with the reform of technology system in our country, the development pattern of information industry technology innovation system (IITIS) has been formed gradually. In this pattern, the government is a guider, the enterprise is a principal part, the research institute, the university and the intermediary organization are assistants, social capital is an active participator. However, when discussing on the construction of IITIS, many experts and academicians always think its function and connotation from the angle of technology system reform. They pay more attention to the scheme of technology system from the angle of policy design, and didn'tmake a system research and theory summarization according to the intrinsic function mechanism of technology innovation system (TIS), and neglected the essence of IITIS which is to construct a system where science and technology can grow together with economy. So the conclusion was always established on the basic of qualitative analysis and subjective understand of technology system's self-reform. It can not give a system instruction to the construction and development of IITIS in China.The interaction relationship and the dynamic development process amomg the main elements of IITIS are deeply studied in this thesis, it surrounded the aim to make the construction of IITIS service the strategic aim of giant progress of information industry according to the problems existed in technology innovation, in order to uncover the intrinsic mechanism of IITIS. The index system to evaluate the information industry development stage is presented in this paper, and the main characters of different development stages of information industry are studied by analyzing the economic index of information industry in developed countries and developing countries. Pertinent theory and method are provided for making the development strategy and policy based on the rule of the TIS and the primary estimate of the development stage of China's information industry, in order to make out a information industry innovation path accord with China's characteristic. The main work and achievement are as following:(1) The state of foreign IITIS is analyzed, and the successful experiences are summarized. The scheme and the inter-layer relationship of China's IITIS are made out, and the problems which limit the construction of China's IITIS are found out based on those successful experiences and the development history and state of China's IITIS.(2) Scope definition and evaluation theory and method of information industry in different countries are studies. According to characters of information industry and its development trend, combining with the developing fact of information industry in our country, the viewpoint of information industry constitutes which including information industry (manufacturing), information service industry and information exploitation industry are described.(3) The integrated index system to evaluate information industry development stage is presented by analyzing the economic index of main informationindustryadvanced countries. The development stage of these countries are measured off by Cluster Analysis method, and the main characters of different development stages of information industry is analyzed to give out a basic method to measure off the development stages of different countries. China's development stage and the problems existed are made out by this method.(4) The structure frame of IITIS in our country is made out in the paper, the government, the enterprise, the research institute, the university, the intermediary organization and the social capital are six important elements in this frame and interaction mechanism and change rule among these six elements in IITIS are analyzed. Therefore, it offered an effective and scientific analyses mothod for making out the correlative industry policies.(5) The scheme of China's IITIS is constructed, the interaction relationship among the main elements is studied, and the interaction weight numbers of the main elements are defined by Analytic Hierarchy Process. The dynamic development process of the interaction of the main elements is analyzed by Fuzzy Cognitive Maps, and the basic function rule of IITIS is presented.(6) An intelligent decision support system(IDSS)is designed based on the gray theory. The main problems of the "Informatization and Modernization" of IITIS have been settled, which focused on the application of information technology. Research works have been done in order to improve the operational efficiency and management level of information industry technology innovation by information technology and IDSS.(7) Applying the research results of function law of IITIS and development stage of China's information industry, the scientific development philosophy, the development strategy and development path of information industry of China is presented, the method to make giant development of information industry of China is presented and its applicability is demonstrated. A conclusion is drew that independent innovation is the essential assurance of the giant development of information industry in China.(8) Using SWOT analysis method, the advantages and disadvantages, the opportunities and challenges of information industry in China are analyzed, the idea of ecological transformation of IITIS is presented, and the environment and pattern to realize the technic giant development are analyzed and presented, the future development aim of science and technology of information industry in China is adjusted, the cooperative policies and measures to improve the construction of IISTIS in China are presented and improved.The paper attempt to analyze the construction and policy of IITIS, which is a social science project by natural science research theory and method, and try to establish the industry policy based on the research and analysis of the dynamic development rule of TIS. It's a helpful research to the construction of IITIS.
