Research On The Technical Innovation Ability Evaluation Of The Information Industy In Shanghai

In recent years, the German government proposed the “Industry 4.0”strategy and the US government implemented the "Internet industry" strategy. In order to adapt to the transformation and upgrading trend of the global manufacturing industry, the Chinese government has promulgated the strategy of “Made in China 2025”and the great power with manufacturing. The trend with “Internet + Manufacturing” has made the manufacturing development greater prosperous. The intelligent manufacturing is an important symbol of transformation and upgrading of the manufacturing sector and the information industry is the important foundation of intelligent manufacturing. Technological innovation will promote the development of intelligent manufacturing industry and the transformation and upgrading of the manufacturing sector.In the thesis, the research intrest focues on the technological innovation ability of information industry in Shanghai and the current situation of Shanghai’s information industry development is analyzed. Besides, the technological innovation index of information industry is built to evaluate technological innovation ability of information industry in Shanghai, and the linear synthetic method is carried out. Also, the actual situation of technological innovation ability of Shanghai’s information industry is clarified and the problems restricting its development are revealed. Thus, the path and policy recommendations are put forward in order to enhance the technology innovation ability of information industry in Shanghai. The paper consists of five aspects. In the first part, the related concepts and theories of information industry and technological innovation ability are collected. Secondly, the analysis of the current situation of technological innovation ability of Shanghai’s information industry is analized by patent map. And three major problems about the development of Shanghai’s information industry are proposed: irrational industrial structure, the external environment affects innovation output and the relative lack of competitive enterprises. Thirdly, the analysis of the factors affecting the technological innovation ability of information industry is carried out, by the evaluation system with 18 indexes. Fourthly, the reason for the insufficient technology innovation ability of Shanghai’s information industry is revealed based on linear synthetic method. In the last part, on the basis of experience from the abroad, the path and the corresponding policy recommendations are proposed to enhance the technological innovation capability of Shanghai information industry from different aspects, such as the establishment of innovation systems of industry-university-research cooperation, selecting of the development priorities and key technologies, imitation and re-innovation, the establishment of the open innovation environment, etc.
