Study On The Allocation Of Water Rights In Tarim River Basin

From the point of view of property right rank system, the concept of water rights in TRB was defined. The main body, object, rights, characteristics and categories of water rights were analyzed. The allocation of water rights in TRB was divided into two phases, including the initial allocation and reallocation. In the paper, the choice of water rights allocation mode in two phases was discussed. The factors influencing the choice of water rights allocation institution were analyzed. The values of water rights institution were summarized. By comparing proprietary institution of water resources with water rights institution, the framework of water rights allocation institution in two phases in TRB was built.By evaluating the allocation scheme of water quantity in existence and after building the four-level hierarchical framework of water rights, the first to fourth level initial allocation procedures of water rights in TRB were put forward. The model for initial allocating water rights was set up by combining AHP with TOPSIS. Taking the first level water rights allocation in TRB as an example, the model was computed.Two cases about water rights reallocation, which includes timely dispatching of water resources based on the allocation scheme and provisional modification of water rights, were evaluated. By summarizing the management flow of timely dispatching "plan annually - regulate quarterly - adjust monthly - dispatch every ten days", the timely dispatching was seen as an administrative regulating and controlling system of water rights. On the basis of analyzing the conception, characteristics, cases and categories of provisional modification of water rights, taking a typical case in TRB-emergent transmission of water for ecology as the example, the successful implementation factors and the indefinite factors existed in the process of water transmission were studied. Some countermeasures were advanced to resume the green corridor in the lower reaches of Tarim River.By analyzing the roles, characteristics and building conditions of water rights market in TRB, the spatial structure of water rights market combining four levels was made up. The main body framework, the management organization and the operational construction of water rights market in TRB were set up.
