Study On The Construction Of Water Rights Trading System In Minqin County Of Gansu Province

The special location of Minqin county decides that it plays the important role of dividing Tenggeli Desert and Badanjilin Desert.With the problem of increasing water consuming, underwater over-exploitation and and less waterfall,the environment of Minqin has been destroyed seriously,and the grassland deterioration and plant dried-up result in the sprawl of the desert.To solve these problems,Minqin has to optimize the deployment of water resources,increase the water utilization rate and improve the structure of water usage.So the measures to solve the problem of water resources in Minqin becomes the emphasis of this thesis.This thesis analyze the problem based on four points.Firstly,from the failure of water resources market,we put forward the necessity of the government intervene and building the institute of water rights transaction.Secondly,from the prospects of central,department and local rules,it analyze the rights,water rights deployment and water rights transfer. Thirdly, with the government failure of water rights transfer institute,we come up with the public decision to solve the bottleneck of the water rights transfer institute based on the Theory of Public Choice.Lastly,through the deep research,we come up with measures to improve the defect of Minqin’s present institution of water rights exchange.
