At present, the "San Nong"(i.e. agriculture, rural area and farmer) problem is still a serious problem difficult to deal with, which perplexes the overall construction of middle-class family society in China. Its core is the problem of income increment of farmers. But if China wants to resolve that problem fundamentally, it must develop the rural human resource strongly, encourage and lead the surplus rural labor transfertoward the nonagricultural industry and town. And in the less developed central region, as the main agriculture provinces of China, the degree of industrialization and urbanization is still lower, the quantity of surplus rural labor is very huge, and the "San Nong" problem is relatively outstanding, seriously restrain the realization of the targets of increasing farmer's income, promoting central China rising and coordinating regional development. The smooth transfer of rural labor and the reasonable development of rural human resource will contribute to push forward the quick rising of central region and the coordination of central rural-urban economy and society. Therefore, studying the problem with labor transfer and human resource development in rural area of central China has the important theoretical and realistic meanings.Standing at the macro height of promoting central China rising, from the view angle of orchestrating the rural-urban coordination development, with the view of scientific development as leading, with the overall construction of middle-class family society as background, with the realistic "San Nong" problem of the central region as base, beginning from the theories of labor economics and human resource management, using the research methods of comparative analysis, econometric analysis, positive analysis combined with normative analysis and etc., this thesis systematically analyzes the problem with labor transfer and human resource development in rural area of central China in a deep-going way. The main contents of this thesis are as follows:1. the strategic value analysis of the rural labor transfer and human resource development in the central region. In this part, the author demonstrates the high relativity of rural labor transfer with rural human resource development from the theories, and the important strategic value of both to promoting the coordination development of central rural-urban economy and society. Then taking Jiangxi province as an example, the paper makes use of the econometrics model to carry on the positive research on thc economic effects of both, and utilizes the dual evolution model of industrialization and urbanization to analyze the interaction development of industrialization and urbanization in Jiangxi from the view angle of labor transfer.2. the influence factor analysis of the rural labor transfer and human resource development in the central region. The paper analyzes completely six types of main influence factors such as market factors, system factors, policy factors, character factors, management factors and techniquc factors etc. And the positive analysis through the multiple linear regression model based on the data of Jiangxi province explains that, the most important influence factors of rural labor transfer in the central region include the actual income level of farmer, the rural education condition, the town unemployment rate, the agriculture production percentage and the urbanization rate.3. the present situation and development trend analysis of the rural labor transfer and human resource development in the central region. It systematically explores the current structure issue of rural human resource of the central region, such as quantity, quality, flow direction and transfer way etc. and discusses the characteristics and problems in the education investment aspect. The paper still analyzes the market characteristics of rural labor transfer, the contradiction between labor supply and demand, and the construct problem of labor market in the central region. Taking Henan province as an example, this paper analyzes the cost and returns of rural labor transfer and the transfer decision of rural labor according to the cost-returns contrast from the micro level. And the quantity of surplus rural labor and the development trend of transfer in the central region are measured and analyzed in this paper.4. the mechanism and policy innovation research on the rural labor transfer in the central region. The author inquiries into the mechanism and policy innovation for promoting rural labor transfer in the central region from four aspects, and puts forward the corresponding countermeasures and suggestions: Innovating market mechanism to form the integrated rural-urban labor market; Innovating industry policy to expand the employment space in nonagricultural industry; Innovating social policy to push forward the coordination of the rural-urban development; Innovating urban plan mechanism to strengthen the comprehensive loading capacity of city and town.5. the mechanism and policy innovation research on the rural human resource development in the central region. The author inquiries into the mechanism and policy innovation for promoting rural human resource development in the central region from five aspects, and puts forward the corresponding countermeasures and suggestions: Experience and inspiration in domestic and international rural human resource development; Innovating the system model design and the micro and macro evaluation mechanism of rural human resource development; Innovating the system of the rural education and train; Innovating the investment mechanism and the organization mechanism of rural human resource development; Innovating the cooperation mechanism of rural human resource development.
