Thirty years through the development of reform and opening up, economic construction has achieved great results. But the"heavy city light rural"strategy led to the widening gap between urban and rural areas, the backward situation in rural areas cannot be improved, the "three rural" issue has long denied to solve, the development contradictions of urban and rural was getting more increasingly sharp. These problems blocked the way of further development of economy and society. Based on the new environment and challenge, our government adjusted the development strategy, the new strategy of balancing urban and rural development had been established in the 16th national congress of the communist Party of china, it says: coordination of urban and rural, complement of industrial and agriculture, accelerate rural development and narrow the gap between urban and rural area, and final achieved the Urban-rural integration. It is a major breakthrough and innovation for the existing urban and rural development thinking of our country. However, the low cultural quality farmers which are core factor plaguing the balancing urban and rural development currently. In order to enhance the development capacity of farmers to adapt to the needs of urban and rural balancing development, it has to be through the start of rural human resources development. Chongqing, as a nation's first comprehensive pilot area of matching reform between urban and rural areas, the type, mode, means and experience of rural human resource development, it could provide first personnel support experience for the full implementation of the national balancing rural and urban development strategy.This article, by using qualitative and quantitative analysis, showed in-depth study on human resource development in rural areas of Chongqing city from the perspective of urban and rural development .First, this article describes the background, the purpose and meaning, the research method and difficulty in the introduction part. Second, it gives a clear understanding of the relevant definition of concept, such as human resources, human capital and rural human resources development. Also, it gives a literature review from the domestic and international human resource and rural and urban development. In the reference theory, this article drawled idea from the theory about the relationship of human resources development and economic development, urban-rural dual economic structure theory and urban-rural integration theory. Besides, this study outlines and analyzes the internal relations of urban and rural human resources development, and it makes a clear understanding of the importance of the rural human resources development to promote the urban and rural areas development. In the research of the fifth, six parts, it gives a clear analysis on the current situation and obstacles of Chongqing's rural human resource development, separately from the basic situation of rural population, rural infrastructure resources of education, vocational skills training, rural labor transfer system and so on. Finally, according to the analysis results, a corresponding countermeasures and growth prospects are proposed.
