| The electricity industry reform is the largest industry restruction of a single sector. Electricity power is a very important basic energy, and it is closely bound up the national economy. The electricity industry reform has magnitude impact on the national economy, society and the environment. Though the electricity industry marketization is necessity, the outcome of the electricity industry reform is large in some countries. However, many problems have come out during the reform process, such as the California Electricity Crisis and the North America power cut. These issues impel many reviews on the electricity industry reform. Moreover the environmental pollution pricks up in most of the countries during the process of marketization reform.In 1980s the government of China began to promote the the monopolization industries including the electricity industry marketization. And now it is the key phases of the reform process. The problem is that there is no systemis research on the performance of the electricity industry during the process of marketization reform. So someone condsider that the marketization reform of China's electricity is successful and the other people condsider that the marketization reform of China's electricity is almost defeated. The academic research lagged the practice of the reform and the further reform is short of theoretic guidance.Based on such background this paper is a study on the performance of China's electricity industry during the marketzation reform considering the environmental factors. Three issues should be studied in this paper. First the performance of China's electricity industry during the marketzation reform should be evaluated. Second, the restriction factors should be analysised and the third issue is the optimization of the performance of electricity industry marketization in China. It is important to the upswing of the China's electricity industry reform.In this paper the performance of electricity industry marketization in China considering environment has been researched, along the research design of performance evaluation, performance restriction and performance optimization. The theoretical analysis is made on the diathesis and complexity, aim and motivity, theoretical difficulty, performance restriction and the cost-benefit analysis of the electricity industry marketization. The empirical reseach is made mainly on the technical efficiency, scale efficiency, total factor productivity, cost efficiency, allocative efficiency, environmental performance and their influence factors, potential productivity, the degree of collaborating development for electricity and the economy and environment, by the models and theory of desecriptive statistics, data envelopment analysis, Mamquist productivity index, economitrics, yardstick competition based on data envelopment analysis, evolutionary game theory and Swarm simulation. The main work and possible contributions of the paper are as follows.First, as a rule the indicators are of central importance to the evaluation system and the indicators system is the pivotal difficulty to the deaign of the evaluation system. In this paper the frame and the indicators system for performance evaluation of electricity industry marketization in the developing countries have beeb establish, based on the analysis of theory and the practice of electricity industry marketization all around the world.Seond, the evaluation process was mainly carried by the models of data envelopment analysis and Mamquist productivity index, including technical efficiency, scale efficiency, total factor productivity, cost efficiency, allocative efficiency, environmental performance and their diversification.The Tobit regression has been made to find the influence factors of performance.Thirdly, we sum up the theory of the electricity industry marketizatio. The theory of electricity industry marketization has been coordinated and researched in a systemic way. The main estriction factors, environment, has been researched. The mechanism of supply security in the competitive electricity market has been opened out, the impact and compatibility between the electricity industry marketization and the environment has been discussed.The fourth, many creationary efforts have been put on the modification and extention models of data envelopment analysis. A data envelopment analysis model for the evaluation of potential productivity of China's electricity industry has been established according as the economic sense. Based on the characteristic of the undesired output a model has been established to evaluate the environmental performance of China's electricity industry. Based on the idea of system, a data envelopment analysis model has been established, for the evaluation of the degree of collaborating development for electricity and the economy and environment.The fifth, based on the ideology of comparative performance evaluation, a data envelopment analysis based on yardstick competition model has been established, integrating competition and regulation for the optimization of the performance of electricity industry marketization in China. A simulation model based on Swarm of the technical innovation has been established, and some suggestion for the technical innovation and industry upgrading has been made according the results of the model. |
