Along with China Joining in WTO to participate in the international marketcompetition, the standardized management faced with the urgent duty and thechallenge. Our country has introduced the management system standards of ISO9000(quality), ISO14000 (environment) and OHSAS 18,000 (professional health andsafety), upsurge that enterprises carry on system authentication raised. Along withthree management systems standard promotion, more and more organizationssimultaneously are implementing two or three standards. But these three managementsystem standards has more common grounds, if the enterprise independentlyestablishes the system according to three standards distinctions, it may causeunnecessary waste and uncoordinated problems, which affect the efficiency ofimplementing standards. At present, integrating the three systems has become themost important mater for the enterprises that are implementing these standards.This dissertation conducted the research and the analysis on how applicationintegrating management system pattern certain questions in the petroleum businessmanagement, reduces the petroleum enterprise' management risk, enhances thepetroleum enterprise' management benefitThis dissertation studies the main content concentrates in following severalparties:Firstly, about petroleum enterprise QHSE system related theory research.Mainly focus on anglicizing of the petroleum enterprise QHSE system managementtheory origin as well as the development tendency, the question which exists atpresent in the petroleum business management, elaborated the petroleum enterpriseQHSE system management concept and needs to follow four main principles.Proposed in this foundation the intensified QHSE management system idea, hasconstructed the petroleum enterprise QHSE system management integration systemtheory system. And analyzed and elaborated this theory system from three aspects,namely: The leadership behavior and enterprise's actual condition is this theoryfoundation; The petroleum enterprise QHSE system management integration patternsystem is this theory core; The advanced enterprise culture, the information, controlsin close integration with in the thought is this theory' three main struts essentialfactor. Secondly, about petroleum enterprise QHSE system management flow research.This dissertation using viewpoint of internal controls bending with the PDCAcirculation pattem, has studied the QHSE system management flow. In analyzes eachkind of QHSE system management pattern flow the guiding ideology and followsthe principle in the foundation, This dissertation proposed the management flowdesign proposal, carried on the related exploration to the QHSE system managementpattern concrete flow and the flow operation thought using internal controlthought,Thirdly, QHSE system information design research on petroleum enterprise.Through analyzing the opportunity and challenge of international and domesticpetroleum enterprise QHSE information present situation as well as the informationconstruction, dissertation has designed a QHSE information platform.
