1980's, a series of major industrial accidents attracted the attention of the international industrial sector. In order to regulate oil and gas industry operating standards and enhance their level of safety in production. In 1987, the International Organization for Standardization (ISO) made the standards and requirements, which the manufacturing enterprises of product quality management capabilities and level of established. The ISO9000 Quality Management system officially launched, which the study has been important and far-reaching impact. As technology and management level, which caused by differences in product quality, production costs, selling prices, as well as environmental protection, safety and health standards for the difference is still significant barriers to foreign trade transactions. In order to better integrate into the world economy to raise the overall level of product quality management, integration with the world standards, in 1999, China National Petroleum Group, an integrated management system organized experts to conduct research, QHES management system came into being.The 4th Oil Production Plant of DaQing Oilfield of China Petroleum Group subsidiary enterprises to actively respond to the Group of command and the call in 2006, promulgated the "The Manual of quality and health and safety Environmental Management ", referred to as "The Manual of QHSE Management." Since QHSE management systems had work, enterprise quality, environment, safety and health management has achieved This is some results:improving the quality of enterprise products for the enterprise has established a good image; staff to improve the working environment and achieve sustainable development of enterprises; overall corporate management level has been enhanced; corporate governance standards and legal system can be improved. However, in the process of implementing the entire system, or the inevitable reflects the status of corporate governance in some of the problems that exist, mainly due to lack of expertise resulting from over-dependence on the advanced experience of the Group, the business is not enough horizontal communication and cooperation close, which continuous improvement efforts in testing and document preparation was not sufficiently strong capacity and strong enough.In this paper, the studies and normative analysis of research methods, the first chapter discusses the theoretical basis of QHSE management system, which involved in management thinking; the second chapter sets out the meaning of QHSE management system, which reviewed its generation and development process. The main features and implementation of the principles; Chapter III of the 4th through the Oil Production Plant of DaQing Oilfield QHSE management system, the actual implementation of the project, which explained the QHSE management system implementation process and the main stage; fourth chapter is the fourth oil extraction plant QHSE Management system of practical significance and cost-effective implementation of the project evaluation, and the implementation process for a summary of problems and proposed solution of the corresponding recommendations, in order to prepare the implementation of QHSE management system of enterprises can have some inspiration.Conclusions of this article are as follows:1. QHSE management system should be integrated with the enterprise current standers and management systems, based on a full investigation, analysis and research, we can plan and construct the system, finally implement it after finding out where the problem lies on; 2. In the enterprise which is large-scale,and has a relatively complex organizational structure, establishing QHSE management apartment specially, recruit special persons, constituting associated management, development of system approach and process, which can help maintaining the system moving, driving the process of the work in the enterprise.3. QHSE management system is full of the management of the process management thoughts, so in the implementation process, we need draw ideas from BPR as the QHSE management process management's support. We need analysis the major production companies, management processes, improve the defects for enterprise process specially.4. QHSE management system requires the appropriate information technology platform to support, used to information's transferring. Information technology needs to use Internet technology to enhance system effectiveness and efficiency;5. Fostering business and risk management awareness of staff is the key to the implementation of QHSE management system. Management system is succeeding which always need both perfect constructing and strong executive power. Prevention is always the essence of security management, but not non-after treatment. Levels of staff in the implementation is always a key factor in successful implementation of QHSE management system6. QHSE management system's successful construction and implementation requires a clear division of companies several of business sectors and work closely. Cooperation and communication closely have functions for formation of rules and regulatory compliance, improving operational performance, enhancing emergency response capabilities, ensuring operation system's proper implementation.7. Enterprise management level's upgrading, core competitiveness's enhancing need grasping the essence of the QHSE management system idea, insisting PDCA cycle, systems management and process management, maintaining cycle of monitoring and corrective in the enterprise management.As the human, material and resources are limited, the course of this research encountered many difficulties, there are some limitations, specifically, is mainly reflected in two ways:1. The nature of enterprise is still profitable; this paper is only qualitative described for bringing economic benefits for enterprises, not a quantities analysis. Raising the level of safety management can bring concrete economic benefits for the enterprise level still needs further research.2. This study limited to fourth Oil Production Plant of Daqing Oilfield. QHSE management system applications can be found over the oil, gas and other industries. Different enterprises have different operating conditions, so the results will be different. So for the QHSE Management system of project implementation, this paper reflects only one side, the conclusion does not have full representation.a large number of Classic cases of business management at home and abroad show that the implementation of QHSE management system, strengthening product quality and employees working environment health, safety, environmental protection management can increase the economic efficiency of enterprises for the oil companies, and while enterprises can establish a good image and reputation. This paper reviews the meaning of QHSE management system and development process, describes its systematic, hierarchical, and the characteristics of persistence, having a case study and discussion combined with the process of QHSE management system implementation for the fourth Oil Production Plant of Daqing Oilfield. For the future, there is a practical significance for the enterprises which has an implementation of QHSE management system project.
