Study On The Theory And The Evaluation Model Of Regional Advantage

Regional advantage is the basis for a region to participate in the interregional labor division. Cognizing regional advantage correctly, then bringing it into full play and form regional characteristic economy, and then participating in the national and international labor division and cooperation is the best way for regional economy to step on a fast lane. The current advantage theory was put forward from the viewpoint of production of enterprises, and only focused on economical advantage, overlooking advangage of harmonious society and favorable entironment, which may result in unsustainable development.Therefore, standing on the viewpoint of regional sustainable development, the paper applies dissipative structure theory and flow economics, etc., looks region upon a natural, economical and social system, defines the concept of regional advantage and explores its affecting factors, puts forward regional advantage entropy theory, including entropy model of regional advantage, formation and evolution model and performance model, uses negative entropy to reflect regional comprehensive advantage, including economical, social, and natural advantage. This view is in compliance with the Idea of Scientific Development. After that, the paper puts forward entropy flow method of measuring regional comprehensive advantage, factors method of measuring regional conditional and competence advantage, and performance method of measuring regional efficiency advantage, and improved orthogonalized projection method of evaluating regional advantage. Then, the paper brings forward the principle, methods and process of testifying regional advantage entropy theory and distinguishing advantage. At last, the paper does empirical research on the regional advantage of border areas of Hunan Province, Hubei Province, Chongqing and Jiangxi Province according to the above theory, so as to distinguish their advantage and verify the scientificalness and practicability of entropy theory, entropy flow evaluation model and improved orthogonalized projection method, then puts up several proposals to improve the advantage according to the status quo of these border areas. There are seven sections in the paper, and the detail of each will be stated as follows.Section One introduces the background and significance of the issue, makes a simply pectination and comment on the existing research of regional advantage theory and evaluation method, and it also puts forward the research method and outline of applying complex system to study regional integral advantage.Section Two comes up with the view that region is a complex system with characteristics of dissipative structure, and entropy can be used to reflect the degree of order of structure and function of regional system.Section Three is main relevant with theoretical study. It puts forward entropy theory of regional advantage. Firstly, It defines the concept of regional comprehensive advantage from theoretical point, and uses negative entropy to reflect regional advantage, and constructs entropy flow model, while negative entropy is couplinged by the flow of talent, capital, material, technology and information. Then the paper improves formation and evolution model and performance model, and indicates that seven factors such as institutions, industrial competence, technology innovation ability and ecological environment, etc. determine regional advantage. In addition, the paper expounds that entropy flow model is the principal part and core of entropy theory, and formation and evolution model is the dynamic mechanism of entropy theory while performance model is outcome. At last, the paper brings forward the principle of entropy flow method, factors method and performance method to calculate regional advantage, and expatiates that entropy flow method can better calculate regional comprehensive advantage than other methods, and factors method calculates regional condition and competency advantage, while performance method calculates external reflection of regional advantage.Section Four most relates to quantity research. Entropy flow evaluation model of regional advantage is established. It measures negative entropy, and considers that negative entropy can be expressed as the result of flow (density) of the regional system multipling the affinity of the current. On the basis of it, the paper sets up a evaluation framework of talent flow, capital flow, material flow, technology and information flow and the corresponding affinity. By using the relations between flow and affinity, the paper presents two ways to calculate flow, affinity and minus entropy. On the research of evaluation method, the paper puts up the principle, method and process of an improved orthogonalized projection method of entropy.Section Five presents the principle, method and process of testifying entropy theory, expatiates on the principle and process of factor method and performance method, while establishing evaluation index framework of factors method and performance method systematically. It also puts forward the principle of distinguishing advantage.Section Six does an empirical research of strength and weakness of the border areas of Hunan Province, Hubei Province, Chongqing and Jiangxi Province. It concludes that Xiangxi district is advantage region, Enshi district is high potential region, Qianjiang district is middle potential region, and Tongren district is inferior region. The study also shows that negative entropy can reflect regional advantage well, so testifies the scientificalness and practicability of entropy theory, evaluation model and evaluation method. Then concludes that industrial competence, institutions and ecological environment are key factors of regional advantage, other important factors are innovation ability, human resources, infrastructure, openness of ideology and regional market scale. In the end, paper comes up with the proposals of developing characteristic industries, speeding economic system reform, protecting ecological environment, enlarging technological cooperation and exchange, improving education standard and cultivating talents and last but not least, opening mind and incubating advanced culture to improve the integrative advantage and promote economic development of the border areas.Finally, the paper concludes the above research and innovation points of it, and makes a research plan of regional advantage for the future.
