Arable land are the most basic resources about human-being's survival and development, which directly determine the quantity and quality of a country's food security, political stability, and the harmonious of ecological environment. Combined with Chinese situation, the total amount of arable land "bottleneck" can not be broken in a short time. How to achieve arable land intensive use in a reasonable way which can suite different geographic factors in different places to solve the problem of extensive use in order to release the strength between the resources, environment, population and economy .Dissipative Structure which affects on physical science and human science and research on self-organization of systems is one of the theories from Thermodynamics Entropy. In this article we research on arable land as a dissipative structure. Grey analysis is a mathematical-based method which based on Grey System Theory and contains such as Grey Correlation Analyze Method, Grey Clustering Analysis and Grey Forecasting. In my research I introduce a evaluation index system which contains 4 Factor levels and 12 evaluation factors for intensive use in arable land system ,that establish the basis of the quantitative research follow behind. Then calculating the weight of different factors with Grey Correlation Analyze Method and Improved Entropy Analyze Method. The aim of doing this is to escalate the reasonable degrees and accuracy of the outcomes with this mathematical methods mixture. Then establish a mathematical model about system entropy (EEM) which is different from the former ds=(fQ,O,I,E)model. It is the method of quantitative. At last use GM(1,1) mathematical model which based on the Grey System Theory forecasting the status of the regional arable land system in coming 10 years.In the empirical part of this research I chose the arable land system-related data from 1998 to 2008 in the 3 counties in Lanzhou, Gansu province. The results indicate that we should consider about the geographic factors and other environmental factors in regional arable land intensive use research. In the following 3 counties factor x3, factor x6, factor x5, are the 3 Maximum weights which can brought negative entropy effectively. Whereas the main entropy of arable land system in Yuzhong county will break 1, and we should put Sand-fixing, soil and water conservation in the first place to escalate the ability of Disaster prevention and mitigation. Achieve to control the entropy increase in a relatively low cost.
