Through analysis the concepts of the rural area and the regional capacity development,to lure capital injection and the labor momentum-gathering, to improve the allocation of its resources, to enhance the market competitiveness of agricultural products and the Eco-environmental Carrying Capacity, it argues,is the embodiment of comprehensive quality.Under the guidance of the relevant theories of the reginal development and capability theories, in view of capacity development, this thesis, through define the capacity and analysis the component factors of the Rural Areas Capacity Development, form the construction of the theoretical analysis. The design of index system demands that the selection of index should be few but simplify the calculation method, to built the evaluation of the Rural Areas Capacity Development.In this paper, through study of indexes evaluation system, the RCDI of east,middle and west regions is higher than RACDI, by the evaluation analysis about six provinces of the RCDI and the RACDI between these regions, and the gap of RACDI between these regions is marked. GuiZhou province has the lowest number of RACDI In recent five years, is well below the other five provinces. the regions which keepstrong Reginal Capacity Development are not have sRural Areas Capacity Development, on the contrary, the regions which have weak Rural Areas Capacity Development may be have the strong Reginal Capacity Development. The Rural Areas Capacity Development are not tend to move in line with the Reginal Capacity Development.
