To enterprise, concordant development between human resource structure and strategy is substantively in shape about management. However, this doesn't mean that human resource structure can meet limitlessly the demand of making strategy true. The logical and practical management status should be moderate unbalance. This paper can not only solve the problem of immoderate human resource structure unbalance, but fulfill strategy to make enterprise satisfy. Furthermore, it can provide effective management model for quantificationally realizing optimum harmony between them.In the first part, the connotation of enterprise human resource structure unbalance, its reason and passive and active influence are analyzed, then the unbalance orderliness is probed, the system and process of managing are made certain.To solve enterprise human resource structure unbalance, it is first of all to know if it exists. To the incompatibility of evaluation indexes, in the second part, the research core is how to convert reasonably many indexes into single index. Projection pursuit based on genetic algorithm was used to solve this problem. The method can be used to project high dimensional data to low dimensional space and find the optimum projection vector of data in one-dimensional space. The projection index value was given by multiplying projection vector by standardization value of evaluation indexes, which can evaluate the character of human resource structure unbalance in higher learning and classify it.Solving the unbalance, it is necessary to be aware of its degree by early warning. To the relative, implicative and expansive natures of preliminary signals from potential human resource structure unbalance crisis, the research core in the third part is how to build reasonably warning grade and classification standard of indexes in the nature of extension, and to extend beforehand management. This part puts forth the method of extension theory from what have mentioned. It can be used to collect, monitor and analyze relative information on human resource structure unbalance, which is proved to be useful in avoiding crisis to happen and reducing the loss from crisis.The management research core is how to rectify human resource structure from exceeded unbalance to moderate unbalance. In the forth part, the adjustment model of genetic artificial neural networks is built according to the character of globally searching optimization for genetic algorithm. Moreover, the model is of high precise to simulate nonlinear relations between human resource structure unbalance management and the affected factors, and is valuable for practical uses.In the course of solving the exceeded unbalance, both strategy and maximum revenues of enterprise should be realized. In the last part, the presence of human resource structure unbalance adjusting cost makes the balance expand from centre point to a range. It helps enterprise confirm upper limit principle and lower limit principle that organization should follow in the microscopical regulation and control of fit supply and fit demand between human resource structure and strategy.
