In recent years, China's construction industry is in the golden period of rapid development, the construction industry continues to expand. Among them, the state-owned construction enterprises as an important member of the construction industry, with the help of the development of the golden period also made a good development. However, with the continuous improvement of China's economic system reform, construction market competition increasingly fierce, state-owned construction enterprises in the traditional human resource management has gradually emerged, the human resources crisis exposed. In order to cater to the development of the modern construction market and the demand of the competition, the reform of the human resource management mode of the state-owned construction enterprises is imperative. This paper takes state-owned construction enterprises as the research object, aims to build a set of human resource crisis warning index system suitable for the characteristics of state-owned construction enterprises, to help state-owned construction enterprises timely and effective prevention of human resources crisis, so that the enterprise has been minimized, to achieve sustainable development of state-owned construction enterprises to provide some theoretical help.Based on the research of domestic and foreign related literature, this paper constructs the human resource crisis warning index system based on the state of human resources in the state-owned construction enterprises, the state of management, the state of development and the competition status as an indicator. At the same time, in the 4 level indicators, this paper also for the characteristics of state-owned construction enterprises set up two 22 level indicators. With the method of analytic hierarchy process, fuzzy comprehensive evaluation method, questionnaire method and expert discussion method, this paper analyzes the human resource crisis early warning index system and evaluation model. Finally, through the case analysis of the index system and the evaluation model, the operability and effectiveness of the model is demonstrated. On this basis, this paper puts forward some suggestions on the construction of human resource crisis early warning index system of state-owned construction enterprises.In the course of the study, the cross disciplinary theory, the combination of empirical and theoretical analysis, qualitative and quantitative methods, etc., the core results of the study is to construct a human resource crisis early warning index system, which is suitable for China's state-owned construction enterprises. The research results of this paper will play a certain role in promoting the human resource management of the state-owned construction enterprises, but also open up a new way for the human resource management of other enterprises.
