The habitation problems of low income families derived from imbalanced allocation of habitation resources among different income level families. Thus, by analyzing the process of allocation of habitation resources in Shanghai is the key point that the thesis is based on. From this point of view, the study can be divided into two ingredients. The part one: research on city living environment, it includes city and public apartment two aspects. The part two: research on housing policy, it includes the broader sense's housing policy and housing welfare policy.Shanghai low income families are another important research points of the thesis. As regards research method, it's also can be divided into two aspects: the first, series inquisition; the second, statistic analysis. The former aimed to low income families that in the realistic worlds , and the latter is based on statistic figure and economic condition. So, the study consists of the real life and statistics aspects two levels. Through this, the thesis analyzes the economic condition, housing affordable ability, family's population composition condition, resident space distribution, habitation environment and habitation expect of the low income families in Shanghai.To sum up, " Person"," Material Environment"," Policy environment" are three main factors that consist of the research focus of the thesis. Through researching on these three key factors and their relations, joining up with domestic and international related experience, the study hopes to find a possible way to critically correcting current habitation environment, and then to promote the improvement of the habitation environment of the low income families in Shanghai.
