Since the reform and openness, social economy of our country has a quickly developing, at the same time, traffic and transportation gain a very good luck. As the quickest developing transportation way in the synthetical traffic and transportation system, civil aviations have the more and more important effect in promoting regional economies. With the great achievement of our country aviation gaining in recent years, and our country air traffic control policy loosening and perfecting, the emphatic development of regional aviation is becoming the necessary request that our country changes from civil aviation great county to the civil aviation powerful country. As a significant part of modern aviation transportation system, regional aviation is playing an important role in construction of a complete route network, enhancement to the scale of aviation transportation, and promotion on social and economic progress of the regions. The construction, organization and management of the Layout Project of Regional Airports Tourism Routes (LPRATR) need innovative theories to accommodate and to direct practice. The air scheme is directly related to the service quality and economic benefits of LPRATR. The research of optimization of LPRATR air scheme is important to consummation of the theories, construction of regional airports, optimization of transport program, and improvement of passenger traffic efficiency and increase of passenger transport profit.This dissertation discusses based on the practice of regional civil aviation operation and tourism development. The former research conclusion is used as reference. The systematic viewpoint and the analogy method are adopted. The theories of transport economics, transport program optimization, optimum theory, system approach and other related theories are used in this project. The optimization of LPRATR and the operation is fully and deeply researched in this project which begins with the process of drawing up air scheme and start from traffic volume forecast, passenger air scheme optimization and making the layout project of the airports.In this dissertation, deep and systemic investigation is present from the relation of Sichuan tour to aviation transportation and the layout project of Sichuan tourism route. Resumptively, the main researches are as follows: 1. The boundarys of the regional aviation market and regional airport are been given in regional civil aviation transportation, the composition of regional passengers is been introduced, the position and effect of regional aviation in civil aviation and regional airport in national aviation system are analysed. And the necessary of developing regional civil aviation transportation is summed up.2. The systematic theories and method of LPRATR is studied. The major factors that affect the tour route layout of regional airports are analyzed, during operating regional airport; the basic principles of route layout are summed up. The principle and method of the aviation passenger flow forecast are discussed, the optimization model of LPRATR air scheme which takes the least time expended and the most benefit as objective function is constructed on the basis of a certain amount of traffic volume. The GA is used to solve the model.3. The present situation of aviation transportation and the problems of managing airports are summarize in our country, several trains of thought are pointed out to reform the management system, the problems of airline company are indicated during operating regional aviation, the countermeasure are brought forward. The relevance policies and supporting measures developing the tour route layout of regional airports are present from China air transportation policies, building and managing policies of airports, finance and price policies, promoting sale policies, synthetical tour and traffic policies, and other correlative policies.4. The distribution and characteristics of Sichuan tour resource and the tour actuality are summarized, the touring combinations and the touring routes on different visitors are analyzed and forecasted, the relations between main scenic spots and regional airports are analyzed, and, based on the functional ascertainment, the relations between air volume and visitor quantity are analyzed at regional airports.5. The supply and demand trend of China regional aviaton market are analyzed, according to the forecast of China aviaton market demand and the developing trend of Sichuan synthetical transportation is forecasted, the tour aviation passenger flow of Sichuan and main scenic spots is forecasted, the tourist flow and flow direction of every airport are forecasted, the demand of the regional air transportation is forcecasted too. The advantages and disadvantages of every kinds of route layout are integrated, and based on considering the particularities of Sichuan air transportation and enconomy, combining to the practice of air resource and tour resource, several suggests that is about the tour route layout projects of regional airports and the tour route of regional airports are brought forward.In this dissertation, the methods that combining qualitative with quantitative, home with external, entirety with part, theory with practice, and experience with analysis and so on are applied, the principle of combining theory with reality is exerted. The conclusions in the dissertation are very important for Sichuan regional aviation transportation running.
