From the views of global ecological crisis, the charastics of environment in China is assessed and position and function the natual forest plays are analyzed. Based on systematic analyzing of the theory and practices overseas and in China on natural forest management and the actural situation of the collective owned natural forest in China, the disadvantages of the existing management of collective owned natural forest are assessed from the views of mamagement subject, mamagement objective, planning and implementation. At same time, the solutions are put forward to these disadvantages. As a result, the theory and approach of the participatory multi-purposes and integraged management (PMIM) for collective natural forest areas are put forward.The study summarized the concept, objective, content and principles of the PMIM and put forward the approaches, process and procedures of the PMIM. The PMIM selects the administrative village as the basic forest management unit and pay more attention to all valuabe resources management instead of sole natural forest. The bottom-up approach is introduced into the PMIM and the co-management committee with the key stakeholders of forest farmer will involve in the whole process of planning and implementation. The community development is integrated into the comprehensive natual forest plan in PMIM to gain the maximum of the management objective and management scope with the base principle of meeting the need of local people. The PMIM breaks through the tranditional concept of single project planning. Meanwhile, the study analyses the current limitations or obstacles to implement and disseminate the PMIM and gives the suggestions to policies adjustment and reforms on management insititutions and management machnism.The study also analyzes the approach to PMIM and introduces the participatory methodology into the process of the PMIM. The study states that the information and data of social economy and natural resources are the foundation of PMIM, the ecosystem assessment is the basis of PMIM, the land use planning is the core, and the organization and coordination system is the safeguard. The study selects the Xiao Xing Township, Songpan County to demonstrate the theory and approach of PMIM and develop the participatory multi-purpose integrated managemenmt paln for Xiao Xing Township. Finally, the study summarizes the study content, opinions forwarded and the approach implied, and puts forward the features and scientific supports to PMIM for collective natural forest areas.
