A Study On China's Industrial International Competitiveness Based On Transnational Corporations Aggregation

Abstract:Since the end of 70's of the 20th century,particularly in 90's,large quantity of Foreign Direct Investmen(tFDI)swarmed into our country.At present,China's FDI stock and FDI/GDP is higher than the average level of the world,and is also higher than the 6 biggest GDP countrys.FDI aggregation produces deep long influence to the society and economy of our country.The first to be affected are China's industrial international competitiveness.FDI's distribution in China presents at characteristics of point,line,areas three-dimensional aggregation.FDI promotes the industry competitiveness of China firstly by entering the leading industry,technology-intensive industry,especially technology intensive- leading industry.secondly,the FIEs(foreign-invested enterprises)exports exercises the coupling mechanism to improve CNIEs(China's nation-invested enterprises)export competitivess,at the sane time promote the competitiveness of export structure of China.Thirdly,the FDI aggregation changes the mode of Chinese district economic growth,the eastern region has transformed to the expport oriented economy,becoming the core power of China's international competitiveness.In addition,the FDI aggregation promotes the competitiveness of China's cities,high-tech industry development zone and high technology economic development zone.Nevertheless,the current FDI industry shares 60% of exports and 80% of high technique exports in China,it has become the predominant power of the industry competition ability of our country.Depending excessively on FDI,China's international industrial competitiveness will become potential risk of de-core competitiveness and vulnerable structure.At the same time,the FDI aggregation promotes division of regional industry and breaking of the industrail chain.The resistence of economic integration resisting becomes more significant,enlarging competitiveness gap between eastern region and western region,this threatens the security of China's international competitiveness,and even produces latent threaten of China's sustained and coordinated development and ecosystem.Based on the safety of international industrial competitiveness,firstly China should regulate the dominant strategy of the FDI industry,appropriately restrict FDI entering leading industry and technology intensive industry,especially to high-tech leading industry,selectively encourage FDI entering the forerunner industry,encourage the FDI entering pillar industry,strongly support FDI entering inferior departments.The effect of FDI aggregation increases the difficulty to adjust distribution of regional FDI,also bring about the challenge of FDI inflow to the west.Therefore,our country adopt the measure to appropriately restrict FDI entering eastern region,at the same time take a firm hand to encourage the FDI transfers to middle-western region,especially western region,motivate central part rising and western region big development.More important,at the current level of FDI participation and control in the industry,work hard to cultivate core competencies of predominance industry of our country and independent brand,increase independent international competitiveness of national industry.
