With the implement of reform on electric power industry in China with separation of generation from power grid as the landmark, the raw materials purchase, generation, transmission, selling etc. links in electric power industry are gradually separating from each other and become relatively independent links, which change the internal department relations of a monopoly company into external relation to form enterprise chains with effective competition. It creates necessary conditions for implementing supply chain management in power industry and proposes new topic for supply chain theory research. Based on the background of reform on electric power industry, the article does important research on the supply chain construction and operation management in electric power industry.Chapter 1 gives introduction to the research background and topic selection basis from three aspects, i.e. industrial background, practice background and theoretical background, and points out the lack of research on the power supply chain management at present through document retrieval.Chapter 2 reviews the relative main technical basic theory of the research content.Chapter 3 points out that the current power industry supply chain's lack of Centralized Control and decision-making organ causes low operation efficiency based on reviews of the supply chain operation management theory and deep analysis on the status, characters, operation management object and control mechanism of power industry supply chain. To solve this problem, the article proposes the optimal option for high effective operation of power industry supply chain is to have dispatching department as the control center for the power industry supply chain. Besides, the article also works out general framework of power industry supply chain operation management which is based on centralized dispatching by dispatching department and core business process based on information flow and general framework of information system.Chapter 4 does research on the operation management of the supply-side. Based on the requirement of the "general control" function of the power dispatching center and the "conjunction" function of electric grid corporation, the electric demand forecasting of the electric power dispatching center regarded as "guidance" and the power purchase/generate decision regarded as the "general programme", optimization of generation planning and distribution planning of grid corporation as "implement" , the article proposes the general framework of the supply-side operation management optimization of power industry supply chain. Based on this general framework, it further designs electric power dispatch center and information flow operation business process of power grid corporation, and does research on the supply-side operation management optimization of power industry supply chain from the aspects of electric power dispatch center and power grid.Chapter 5 does research on the generation-side operation management. Based on the information flow generation-side operation business process and general framework of information system, it conducts key research on the following issues. The first issues is the badly need of electricity price forecasting for bidding decision of power generation enterprises. Through hierarchical analyzing of "Agent" architecture and using the "IDEF1" method, the paper constructs the overall architecture and forecasting flow of short-term electricity price forecast system based on "multi-agent". Secondly, the article conducts key research on the general power plant optimization and single unit optimization to increase the generation company operation optimization level and proposes optimization model of power plants operation based on integrated analysis of thermal efficiency which effectively reduces coal cost of generation. Thirdly, the article proposes vendor selection model with principle of reliable supply and raw coal purchase optimization scheme with minimum cost, which ensures both reliability and economical efficiency.Chapter 6 does deep research on the performance evaluation of the supply chain. Taking the power supply chain characters into consideration, the article works out performance assessment indicator system of power industry supply chain. Multiple-level fuzzy comprehensive evaluation model and growth model of the power industry supply chaine's benefit shall be adopted for analysis and evaluation to give reasonable evaluation results as the decision-making reference for further improving the power supply chain operation management. At last, the article proves the feasibility of the evaluation method through case analysis.Finally, Chapter 7 conclude the study and point out some future research.
