In the modern society, the organization with routine task can meet the social requirement owning to the slow and stable social environment. However, it is proved that the routine organization could not be adapted to the changing environment since the late 20th centuries. The task-oriented organization gradually began to show its social function and advantage of solving the urgent problems in the complicated environment due to its flexibility. But we still pay much attention to the routine organization and manage the task-oriented organization with the routine pattern and method. There being no systematic study on the Task-oriented organization, the temporary organization is becoming overabundant in China. Therefore, it is necessary for us to establish the operation pattern different from that of routine organization in order to improve the operation of task-oriented organization to the rational level.The organizational pattern ought to match the speed of environmental alteration. So the thesis starts with environmental strategy. The routine organization deals with uncertain affairs in a certain way. As the environment is becoming complicated and disordered, we have to break the routine and play to the score when we deal with the urgent issues and new matters. Established according to the environmental alteration, the task-oriented organization is of instant response, high efficiency and flexibility. The task changes in light of complicated and uncertain environment. Therefore the dynamic force of the organization must be developed.With the task establishing and analyzing, it is necessary to decompose the task to be taken by the relative actors. In order to resolve the problems instantly, the task decomposing should impenetrate the whole process of operation. On one hand, it simplifies the task. On the other hand, it makes the task match to the actor. The process of decomposing inspires enthusiasm of the members. So when the task is decomposed, loose authorization must be adopted so as to give the members enough trust, respect and independence.The complexity of environment and self update of target structure increase the difficulty of realization of target. The task-oriented organization needs to obtain resources and assistance from outside continually. This expands the range and capability of organization's activity and constitutes the outside condition for realization of target. When the task infiltrates through the activity and becomes responsibility, the members will accomplish the task initiatively and self-consciously. The responsibility infiltration takes effect through publicizing and directing the value of task, building independent personality, demonstrating the example.In order to improve the capability of activity under uncertain and changing condition, the organization has to adjust itself based on continual analysis on environment and task. The adjustment keeps to the following principles: it accords with alteration of task, stresses initiative and forecast, emphasizes innovation. The content of adjustment includes not only reorientation of task but also redeployment of resources and readjustment of members'activity.As for the flexible and motile task-oriented organization, the task is accomplished instantly and effectively not by individual power but composition of forces which means the activity of members must be conformed to meet the requirement of organization. Because of complexity and provisionality of organization, uncertainty of environment and frangibility of members'relationship, the conformity ought to be based on trust mechanism as well as coordination mechanism so as to realize mutual understanding and close cooperation among members.While the task-oriented organization plays a more and more important role, the status and function of routine organization should not be denied. In fact, both of them are the common organizational tools with different functions. The former answers unconventional task while the latter replies routine task. They reinforce each other in function and cooperate in activity. The task-oriented organization needs resources and assistance from routine organization. The interaction occurs through whole operation process of task-oriented organization. The trustful and cooperative relationship between task-oriented organization and routine organization ought to be established in order to effectively eliminate the conflict of integration and create social stability and harmony together.
