The pricing policy for mineral resources and related products in China is low price but high subsidy, which contributes to comprehensive low utilization of mineral resources, serious losses of mineral resources enterprises, and potential safety problem of national development strategy. In order to solve the problems, the most effective way is to establish an appropriate pricing system for mineral resources, to foster a healthy mineral resources market. In this pricing system, mineral resources can be set up as a commodity, affected both by the supply and demand from the market force, and by the guiding pricing and taxations from the government force. The joint point of two forces is a new pricing system. The mission of this dissertation is to study how government can play an effective and efficient role, combining with the dynamic role from the market, to control the pricing mechanism, and can make the mineral resources adapted in the economic development and national safety. The following are the findings of this dissertation:1. It's an instinct need for China's socio-economic development to conduct the market-oriented reform on mineral resources and related products, on the basis of studies and researches on international mineral resources industry and the results after compared resources prcing methods and their contribution to a country's economy. This dissertation presents a point that the core issue of such a market-oriented reform is how to establish a new pricing system to set up a new appropriate price, which will be able to fairly reflect the various mineral resources costs. This dissertation draws three conclusions that replacement cost can be evaluated as the sustainable development value of mineral resources, that government can set up and run a market-oriented prcing system for mineral resources, and that mineral resources should be included into SEEA as an asset.2. Having systematicly analyzed major countries' global resources strategies, summed up positive and negative experiences, this dissertation disclosed the theoretical base of the argument that the price level of mineral resources is affected by the large number of factors affecting convergence from the interaction. In this dissertation, the factors affecting the price of mineral resources are divided into 10 categories for detail analysis: supply and demand, mining technology, reserve grade, mining conditions, selecting conditions, geographic conditions, policy factors, economic factors, social factors and others. 3. Following the criteria of economy, sustainability, ecology, and space, the author discussed how to use prices to optimize the allocation of mineral resources, how to achieve most economic utilization, and how to keep sustainable usage of mineral resources. It was emphasize that when certain mineral resources concerned the safety of national resources and areas of national economy strategy, those should not be allocated through the market.Having reviewed both domestic and international dissertations about resource pricing theories, compared domestic with foreign practices, stepped on the base of domestic realities, the author of this dissertation analyzes the pricing system of mineral resources both from theories and from its practices:First, analyzed China's current governmental pricing system and its effect on the market, and found some regulation problems such as inadequation and excession. Second, compared different mineral resources pricing methods and its effects on the market, and suggested new mineral resources pricing system for China. Third, raised some suggestion on how to regulate and manage through government administration in this new pricing system.
